Accused of buying and selling votes for the SP on May 11, SPAK sends 3 people

The Special Prosecution Office against Corruption and Organized Crime has completed the investigations and sent for trial three people accused of active and passive corruption in the electoral process of May 11, 2025, in the Lezha District.

According to the official announcement, on November 7, 2025, SPAK submitted to the Special Court criminal file no. 55/2025, which is related to suspected vote-buying activities in the Kurbin Municipality, where the persons involved are alleged to have distributed money in exchange for votes for a political entity, specifically the Socialist Party.

The defendants sent for trial are:

Gersi Kaçorri, accused of the criminal offense of “Active corruption in elections”, committed in collaboration (Articles 328 and 25 of the Criminal Code);
Besnik Uka, accused of “Passive corruption in elections”, committed in collaboration (Articles 328/b and 25 of the Criminal Code);
Artur Jahja, accused of “Passive corruption in elections”, committed in collaboration (Articles 328/b and 25 of the Criminal Code).
SPAK informs that the investigations were conducted on the basis of materials referred by the National Bureau of Investigation (BKH), which used special investigation methods, including telephone interceptions, direct observations and operational follow-up in the field.

From the evidence collected, investigators have concluded that during the electoral campaign the defendants collaborated with each other to influence the will of the voters, by promising and distributing monetary sums in favor of the Socialist Party.

According to SPAK, the three defendants were active in the election campaign in the Kurbin area and took concrete actions to influence the electoral result of the ruling political entity.

The file has now been transferred to the Special Court against Corruption and Organized Crime, which is expected to review the charges and decide on the criminal liability of the three defendants following the trial.
