Fiks Fare denounced attempts to cover up those responsible for the collapse of the Burrel Ring Road, an infrastructure project that cost 1.3 million euros, but which collapsed in 5 different places before it was even inaugurated.

The investigative show's team traveled to Burrel, following concerns from residents who complain that a road was built some time ago, but that it did not last long.

"When the Burrel Ring Road was expected to open, a good part of that segment collapsed. The collapse occurred in November 2025, while it is currently impassable," says a resident. The Fiks Fare camera observed the entire length of that segment, which had 5 large collapses in 5 different places. So, the collapse occurred almost along the entire section of the road.

In one part, the collapse had occurred halfway down the road, in one place the entire base of the segment had moved. Meanwhile, in another place there was a landslide and the soil had covered half of the road. In another part, the entire road had sunk.

A resident of the area tells when the collapse occurred and that the poor construction work has led to the collapse of the entire segment. He says that the road was already in place, but in an impassable condition and this intervention was made. Now we can't pass. The film films several herds of cattle, sheep, goats and cows that now pass through that segment. The shepherds say that at least the cattle can pass, but again with difficulty.

But how much did that segment cost, who built it, and who will rebuild it?!

At the entrance to the road there is a sign: Albanian Road Authority, the object of the works is the asphalting of the roads of the Northern Shkodra Region Directorate, the Great Ring Road in Burrel.

The works would last 6 months, while the value of the contract is 128 million lek with VAT. Today, about 1.3 million euros. The designer of the segment is the firm “Arabel Studio”, while the builder of the segment is “Ulza” shpk, and the supervisor is Mr. Nikollaq Mihali, director at ARRSH and the firms “Leni Ing” and “Angerba”.

The segment was to open at the end of 2025, while the construction company was trying to approve it. But, in November, the collapse occurred and currently the Albanian Road Authority has not received it.

There is also an employee of the Ulza company at the construction site, who says that the construction company did the work, but the rains that occurred last fall also caused the collapse. He claims that he is only guarding and warning vehicles not to pass.

Meanwhile, Fiks Fare has learned that the Albanian Road Authority, instead of finding the "culprits", the designer, the builder or the supervisor, is opening another procedure with the object "Engineering Measures Burrel Ring Road", with a limit fund of 90,833,340 lek, or 950 thousand euros. About 70% of the limit fund.

After this issue, Fiks Fare interviewed the administrator of the Ulza shpk company, Nikolin Shpani. He says that his company participated and won the procedure that was a little over 1 million euros. Fiks asked him if the road had been approved and submitted to the ARRSH, while he said that this process was ongoing, but since the moment of the collapse this process was interrupted.

Fiksi asked him how it collapsed into 5 different parts, while Shpani says that he only implemented the project that was provided to him. "It was a road a little more than 1 km long and with a value of over 1 million euros. For a national road, it was a low value, we only did what they asked us to do. It is a difficult terrain because I am from Burreli myself, with collapse and with that fund, we implemented it," says Nikolini.

He further explains that the heavy rains of November 2025 brought about the collapse. "The landslides occurred 7 to 8 meters below. The road had no piles, they were not foreseen but only with some retaining walls. I believe that the fault was nature, there were heavy and torrential rains," says Shpani.

Fiksi asks him if his firm is responsible for this landslide, while he says "no, we have done everything that was foreseen in the project". So, the blame remains with nature! Top Channel
