OSCE/ODIHR recommends 326 observers for the parliamentary elections of 11 May

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has proposed an expanded observation mission for the parliamentary elections scheduled for 11 May 2025 in Albania.

Following a preliminary visit to the country from 3 to 6 December 2024, the ODIHR recommends the deployment of 26 long-term observers and 300 short-term observers to monitor the electoral process, including voting and vote counting.

During this visit, the mission held meetings with representatives of state institutions, political parties and the media, emphasizing the importance of monitoring the pre-election period, particularly regarding the use of state resources and their impact on the fairness of the electoral competition.

Aspects that require special attention include the work of the election administration, the implementation of new technologies in elections, the campaign and its media coverage, campaign financing, the resolution of electoral disputes, and election day procedures.

The ODIHR report also notes that, despite recommendations made after the last parliamentary elections, many of them have yet to be addressed by the Albanian parliament.

These recommendations relate to the composition of second-level election commissions, criminal liability for defamation, independent media coverage during election campaigns, and the expansion of campaign financing regulations to third parties.
