Reaction of Beqaj, VOA: No comment on Rjepaj and other subordinates, accused of fraud and forgery

In Albania, the former Minister of Health, Ilir Beqaj, stated today that he did not have a special friendship with the two businessmen of the hospital sterilization concession, for whom SPAK is conducting investigations, but only knew them as ministers and in the implementation of their duties state.

Mr. Beqaj published his comments through Facebook, two days after the Special Court directed the SPAK to extend the investigations to his responsibilities as a minister during the concession procedures.

The former Deputy Minister of Health, Klodian Rrjepaj and the businessman Ilir Rrapaj, are under arrest for this affair, while the investigations continue.

The former Minister of Health, Ilir Beqaj, denied today that he had any special friendship with the two businessmen Ilir Rrapaj and Umberto Staccini, a union of operators that won 8 years ago the hospital sterilization concession of 100 million dollars in 10 years, for which The SPAK Special Prosecutor's Office is investigating and has made several arrests under charges of fraud, facsimile of documents and abuse of office.

In a reaction through Facebook, former minister Beqaj stated that he knew Rrapaj and Staccini after he became a minister and in the implementation of his duties as a member of the government.

He even emphasized that he only recognized the administrator Admir Daci of the concession company SaniService, a union of companies that represented Rrapaj and Staccini, the day he signed the contract.

"During my time as a minister, I met and got to know different entrepreneurs, foreign and Albanian, and for work needs I signed contracts with them. Traveling from Tirana to Rome or Vienna is the most normal thing, and if there are friends, colleagues, contractors and associates on these flights, I don't believe this is an indication of guilt", added former minister Beqaj.

He commented through Facebook that the matter under investigation concerns a Public Private Partnership, where a union of operators is contracted to provide equipment, environments and sterile clothing for all operating theaters in Albania, where nearly 430 are served every day surgeons.

Ish ministri Beqaj theksoi se kontrata u zbatua me sukses në vite, duke përmirësuar ndjeshëm shërbimin, në të cilin kontraktori punësoi 250 vetë për të gjithë Shqipërinë, ku shërbehen rreth 60 mijë operacione në vit.

Ai nuk bëri në statusin e tij asnjë koment për faktin se zëvendësministri i Shëndetësisë, Klodian Rrjepaj, dhe operatori kryesor i koncensionarit, Ilir Rrapaj, janë në arrest me burg, të dyshuar për mashtrime, falsifikim të dokumentave, dhe shpërdorim të detyrës në bashkëpunim, dhe as për faktin se nën të njëjtat akuza janë në arrest shtëpie drejtorët ekonomikë dhe juridikë të ministrisë që ai drejtonte, ndërsa persona nën hetim për të njëjtat akuza janë edhe 4 komisionerët e koncensionit.

Në vendimin për këto 8 masa arresti, Gjykata e Posaçme për Korrupsionin dhe Krimin e Organizuar ka orientuar Prokurorinë e Posaçme SPAK që të hetojë mbi përgjegjësitë penale dhe shkeljet ligjore edhe për 6 persona të tjerë, ish ministrin e Shëndetësisë, Ilir Beqaj, ish ministrin e Financave, Shkëlqim Cani, dhe për 4 komisionerë të prokurorimit publik.

Vendimi i GJKKO prej 348 fletëve thekson se provat e SPAK-ut, me të cilat janë në arrest me burg Rrapaj dhe Rrjepaj, evidentojnë shkelje ligjore edhe nga dy ish ministrat dhe 4 komisionerët.

Në një kapitull të veçantë gjykata thekson në vendim se ministri është autoriteti më i lartë që drejton dhe mbikëqyr përmbushjen e detyrave në institucion.

Në vendimin e GJKKO-së vërehet se ish ministri Beqaj dhe zëvendës ministri Rrjepaj kishin njohje dhe takime të vazhdueshme qysh nga dhjetori i vitit 2013 me biznesmenin Rrapaj, dy vjet para se ai të fitonte koncensionin e sterilizimeve spitalore.

Sipas SPAK-ut, biznesmeni Rrapaj, ish ministri i Shëndetësisë Beqaj dhe zëvendësi i tij Klodian Rrjepaj kanë udhëtuar së bashku me avion nga Italia në qershorin e vitit 2014, periudhë që sipas hetimeve përkon me veprimet përgatitore të koncensionit.

Nga hetimet e SPAK-ut të shqyrtuara nga GJKKO me rastin e masave të arrestit, dyshohet se fituesi i këtij koncensioni u paracaktua nga drejtuesit e ministrisë së shëndetësisë para se të nisnin procedurat ligjore, dhe se operatorët parapërgatitën dokumente dhe përshtatën kriteret ligjore para se të fitonin.
