In this case, Ceno Klosi, who has been appointed as head of the Tax Administration since October 2021, had tolerated the company "Integrated Energy" to accumulate 5 million euros in unpaid taxes, while it was administered by private individuals. From an official document of the General Directorate of Taxes, it is evidenced on the unpaid obligations that the concessionaire of the Tirana incinerator has left to the state. According to the document, these obligations have accumulated over the years, mainly in the form of unpaid income tax and VAT.

 In April 2023, the Taxes led by Klosi and the company "Integrated Energy" had signed an agreement for the repayment of obligations in installments. The company had 5 million euros in arrears and, according to the agreement, paid 20% of the amount immediately, while the rest of the debt was to be repaid in monthly installments.

Economy expert Pano Soko emphasizes that the agreement of Ceno Klos with the Incinerators firm should be investigated.

"I think that such areas should be investigated, that is, the fact of reaching such agreements, which have no reason to be reached with high-risk subjects with a high level of risk. You may end up with a serious facility that, for one reason or another, may be struggling with tax payments.

But a subject with risk, which is under criminal investigation in these moments, when their owners are wanted internationally by law enforcement bodies. And you want to apply an agreement, are you saying that you are dealing with a normal company that has been in the market for 20 years and has been serious in the market?! This leaves many shadows of doubt behind..." - says Soko.

But in July 2023, the installment was not paid, while the following month, on August 1, the company was seized by SPAK and placed under state administration. Now that the company is administered by the state, the Taxes have warned of the blocking of accounts, although it was under private administration and allowed to create massive debts.

They even tolerated her to move money from her accounts, since when the company was taken into administration by the state, only 200,000 ALL and less than 1,000 euros were found in her accounts. Taken from BW
