SPAK checks the American Hospital and "Evita SHPK", Minister Sala receives 15 thousand euros every month from Klodian Allajbeu

The Special Prosecution Office against Corruption and Organized Crime (SPAK) has undertaken investigative actions within the framework of a procedure related to concessions and tenders in the health sector.

National Bureau of Investigation agents have conducted searches at the premises of the American Hospital and the pharmaceutical company "Evita SHPK", where electronic equipment and documentation that is expected to undergo expertise were seized.

Among the seized items is the personal phone of the director of the American Hospital, Klodian Allajbeu. According to official sources, Allajbeu has addressed the Special Court against Corruption and Organized Crime (GJKKO), requesting the return of the cell phone and other seized items, claiming that the measure is unfounded in law.

Also, eight other people have filed requests with the GJKKO for the return of items seized during the searches.

The 750 million lek tender and the dialysis concession

Sources close to the investigation indicate that attention has been focused on procurement procedures where favoritism is suspected, including a tender worth around 750 million lek for cardiac surgery equipment.

According to the same sources, there was also a lower bid in the competition, but another operator was declared the winner after the competitor was disqualified.

The focus of the verifications also remains the dialysis concession worth around 120 million euros, as well as other procedures related to specialized health services.

Suspicions of conflict of interest, Minister Sala 'unarmed' and 'full of money'

As part of the verifications, relations between business representatives and senior state officials are also being examined.

Minister Evis Sala is mentioned in the documentation as part of a situation being analyzed for a possible conflict of interest. According to the reported data, she holds the position of Rector at Western Balkans University, a private institution owned by Klodian Allajbeu, while the ministry she heads has made decisions related to contracts or payments to the company "Evita SHPK".

It is reported that the minister is paid a monthly sum of around 15 thousand euros by this private institution. 

The favors do not stop here, as in addition to extending the dialysis contract for another five years, the American Hospital has also been guaranteed a monopoly on thrombosis surgeries for 2026, ensuring a net profit of 10 million euros per year. 

SPAK already has in its administration documents and electronic communications seized during the controls. Investigations are ongoing to clarify whether we are dealing with administrative violations or elements of criminal offenses to the detriment of the state budget.
