The plenary session of the Parliament was accompanied by intense debates regarding the report of the Territorial Reform Committee. Democratic Party MP, Luciano Boçi, accused the majority of violating the rules of the Parliament, claiming that the report was included in the agenda without being previously approved by the relevant committee.

From the Assembly podium, Boçi stated that the last meeting of the committee did not produce any official document, as the agenda was not approved due to a lack of agreement between the parties.

"The Commission had no product. What product did you consider at the Conference of Mayors? Where did you invent it? Did you have it in your big pocket or in your small pocket? Who gave you this product?" he asked Pelesh.

The Democratic MP argued that, according to the official work calendar of the commission, the territorial reform process has not yet been completed. According to him, public hearings in the regions, consultations with international institutions, surveys and meetings with interest groups are still foreseen, which means that the report cannot be considered final.

Boçi also accused the majority of having bypassed consultation with MPs, local government, and citizens on the new administrative division proposals.

"Who did you ask? Did you ask your MPs? Did you ask the citizens? The mayors? Your people are against the division you are proposing. They are for increasing the number of municipalities because they want service and representation ," he said.

At the end of his speech, Boçi called on the majority to withdraw from considering the report in the session, insisting that the document does not respect parliamentary procedures.

"Give up on that report in the session, because it has no legal value," the Democratic MP concluded.
