The plenary session has been interrupted for the second time, after opposition MPs blocked the rostrum in protest against the agenda and the report of the People's Advocate, Endri Shabani.

The opposition insisted that it does not recognize Shabani's legitimacy at the head of the institution, preventing the start of his reporting. The situation brought tension to the hall and forced the chairman of the session, Niko Peleshi, to interrupt the proceedings.

In his reaction, Peleshi called on MPs to respect the rules of procedure and the Constitution, emphasizing that the Ombudsman is a constitutional institution that has the obligation to report to the Assembly.

"It is one of the institutions that the Constitution obliges us to listen to. Do not become an obstacle to the implementation of the Constitution. Impose yourself by law, not by force. If you do not know it, do it outside this room, but the rules must be applied here. We are here to clash opinions, not heads. There is no chance of you imposing the agenda on us while I am here. I am not an educator. The session is suspended for 5 minutes ," declared Peleshi.
