This Thursday's plenary session continues with debates.

The opposition opposed the annual report of the People's Advocate, Endrit Shabani, on the institution's activities during 2025.

The moment when the chair of the session invited Shabani to speak sparked the reaction of the head of the Democratic Party Parliamentary Group, Gazment Bardhi, who requested procedure and described his presence in the Assembly as unacceptable.

Bardhi stated that Shabani's election as head of the institution was made in violation of the Constitution and emphasized that the matter is under review by the Constitutional Court, therefore, according to him, Shabani cannot appear in the Assembly as Ombudsman.

During his speech, Bardhi accused Shabani of not reacting to issues affecting citizens' rights and of behaving like a "soldier of the Socialist Party", demanding his removal from the plenary session hall.

Bardhi : Mr. Speaker, you cannot provoke the opposition by bringing to report in this session a man who was elected in flagrant violation of the Constitution, to a constitutional position that should or is supposed to protect human rights. The gentleman you just invited here has, with your help, in a pure parliamentary falsification of parliamentary procedures, misused the will of the opposition deputies to usurp a constitutional position.

And while this matter is under consideration by the Constitutional Court, the gentleman can go and give a speech to his party, but in no case should he come and behave here as the People's Advocate. We do not need to listen to a man who has never raised his voice in all these months, has behaved like a soldier of the party, for a single day as the People's Advocate. Therefore, please remove him from the premises of the plenary session hall because we do not need to hear a soldier of Edi Rama acting as if he had been elected People's Advocate. You have violated the Constitution, our parliamentary group has followed the institutional path and addressed the Constitutional Court.

As long as the Constitutional Court has not yet issued a decision, we will have to respect this sensitivity of the opposition. Let the gentleman come, invite him, you have made it a practice, whoever violates the law, whoever violates the Constitution, you invite him to report to your parliamentary group. By the way, you have a meeting on Friday at the Brigades Palace, invite him there to report, because he is your lawyer, not the People's Advocate, not the lawyer of Albanian citizens, not a lawyer who enjoys the trust of half of the Albanians represented in this hall by the parliamentary opposition. Therefore, please let's move on to the discussions of the deputies, the gentleman should take the car and go where he came from.
