Water motors, the danger that "invades" the Albanian coast

On September 11, 2025, the vacation of David, an 18-year-old from Prague, took an unexpected turn in the bay of Saranda, while he was cruising the sea on a "Jet Ski".

While returning at low speed to shore, where he was to pick up his mother as a passenger, he was hit hard by another boat driven by French tourists, ending up unconscious in the water. The mother, who was filming from the pier, was shocked as she saw her son floating in the water, held afloat only by his life jacket.

“My son fell into the water, lying motionless and unconscious,” she said in an interview with BIRN. David and his mother requested anonymity, while providing BIRN with their full case file, including the video showing the collision.

On the way to the hospital, the operator who ran the jet ski business begged the family not to mention that the injury had been caused by a watercraft, admitting that he was operating without a license.

Almost a year later, the investigations persistently requested by the Czech family have yielded no results, as the culprits were not identified.

Similar accidents continue to rock the vacations of Albanians and foreigners on the country's coasts from Shkodra to Saranda. Official data from the General Directorate of the State Police show that there is a significant increase in accidents involving watercraft, despite administrative measures and tougher penalties.

From only two serious incidents with five injuries in 2023, the balance has worsened to 13 accidents during 2025, leaving behind 17 injured and three fatalities, including foreign tourists.

Erdit Gega, head of the Albanian Federation of Beach Lifeguards and Water Rescue, says that although they are not among the main causes of deaths at sea, jet skis remain one of the worrying dangers for those who operate them and for other swimmers.

"Of course they are dangerous," said Gega, adding that despite increased police attention and warnings from beach watchers, many of the drivers of these vehicles continue to behave with "arrogance."

Sea danger figures

Incidents involving watercraft remain a constant concern on Albanian beaches this season. In June 2026, a 22-year-old man lost his life in the Bay of Ksamil after his Jet Ski collided with a Border Police boat.

Të dhënat e siguruara përmes një kërkese për të drejtë informimi nga Policia e Shtetit tregojnë se gjatë viteve 2023-2025 u konstatuan 37 subjekte dhe individë që operonin motorë dhe varka uji tërësisht jashtë ligjit, pa licencë apo dokumentacion.

Në tre vite, numri i mjeteve të bllokuara nga policia u rrit nga 224 në vitin 2023 në 305 në vitin e kaluar për shkak të mungesës së dokumenteve nga operatorët apo për shkak se këta të fundit apo personat që i morën me qira shkelën rregullat e sigurisë. Në total, policia thotë se ka bllokuar në tre vite 794 mjete lundruese, prej të cilave 65% u ndëshkuan për shkelje të drejtpërdrejta të sigurisë, të tilla si mbingarkesa me pasagjerë apo dhënia e mjeteve personave të papërgatitur dhe pa mjete shpëtimi.

Ndërhyrjet masive të policisë dhe gjobat e rënda që variojnë nga minimumi 50 mijë lekë nuk duket se e kanë dekurajuar operimin e këtyre mjeteve në shkelje të rregullave të sigurisë. Vetëm në muajin qershor 2026, Drejtoria Vendore për Kufirin dhe Migracionin në Vlorë bëri me dije se bllokoi 66 mjete lundruese për shkelje të rregullave të sigurisë detare.

Përfaqësuesit e monitorimit të plazheve theksojnë se mjetet lundruese mbeten një rrezik real për shkak të papërgjegjshmërisë, edhe pse nuk renditen në listën e shkaktarëve kryesorë të mbytjeve në ujë.

Ai thotë se këtyre mjeteve të mëdha u është shtuar një tjetër problematikë e kohëve të fundit, që është përdorimi i “seabob-ave” (motorë të vegjël me bateri që tërheqin përdoruesit në ujë) nga fëmijët brenda zonave të notimit, në një kohë kur manualet e përdorimit e përcaktojnë moshën minimale 16 vjeç.

“Nuk ka pasur aksidente të rënda me to, por janë një shqetësim,” thotë ai.

Për Gegën, thelbi i problemit qëndron te mangësitë legjislative, pasi Kodi Detar ka vite pa u përditësuar dhe nuk reflekton realitetin e ri të turizmit ujor.

“Kodi Detar duhet përditësuar, ne kemi vite që nuk e kemi përditësuar Kodin Detar, dhe është e nevojshme që të ketë ndryshime për të rregulluar këto mjete apo për të reflektuar ndryshimet,” tha ai.

Drejtësia e munguar

Beteja e familjes së të riut çek, i cili mbeti i lënduar rëndë pas përplasjes në Sarandë në shtator të vitit të kaluar, u zhvendos nga spitali në dyert e institucioneve të drejtësisë. Personi që shkaktoi përplasjen e dhunshme u identifikua privatisht si një shtetas me origjinë nga Kameruni dhe banues në Paris, i cili, pasi pa të riun të binte pa ndjenja në ujë, nuk bëri asnjë përpjekje për ta ndihmuar. Ashtu si Davidi, edhe ai ishte përdorues i një mjeti Jet Ski pa ndonjë licencë apo patentë.

David and his mother say that the operator who rented the Jet Skis privately took on the responsibility of paying for David's medical expenses, including a scanner, in an attempt to avoid recording the incident and further liability.

However, when the police showed up at the Saranda hospital, the two vacationers fully explained what had happened and received guarantees that those responsible would be found.

Nearly a year later, the family's efforts to obtain a copy of the investigation file remained unanswered. A lawyer they hired in Saranda submitted a series of formal requests to the Prosecutor's Office, but never received a response.

They then hired a second lawyer from Tirana. The latter received a promise from the prosecutor in the case that the documents would be released if the first lawyer appeared in person. Despite this, the file was not made available to the injured party. To this day, the family has no official document on the legal conclusions of the event.

The Saranda Prosecutor's Office did not respond to a Freedom of Information request sent by BIRN. The prosecutor in the case, Lixhers Mali, did not respond by the time of publication of this article.

Despite the trauma experienced in Saranda, David's family returned to Albania for another vacation, this time to Shëngjin, where they spent peaceful days. However, the physical and psychological consequences of the first incident remain present for the 18-year-old.

“I am still in shock and reeling from the accident,” David says. “It worries me that there is still no justice and that, no matter what happened, the case remains unresolved.”

"I see the same operators continuing to rent out Jet Skis. I've looked them up on Google, their business continues as normal," he concluded. Reporter.al
