ARRSH's abuse of tenders/former SP deputies also complain to Rama, Sadri

An e-mail sent to the e-mail of Prime Minister Edi Rama by the former socialist deputy Sadri Abazi, confirms the corrupt and abusive acts with the tenders.

The e-mail obtained by Gazeta Panorama shows that the former deputy Sadri Abazi 'complains' to Rama about the Albanian Road Authority (ARRSH), which according to him uses abusive and corrupt schemes in the announcement of tender winners.

As he refers to the procedures followed by the ARRSH, the ex-MP writes in an e-mail that in order to award the road maintenance tender in the 4 regions of the country, the winners were chosen in a corrupt manner.

"Albanian Road Authority has developed the tender procedures with object: Performance maintenance of roads, Northern Region" (divided into 14 Lots) with a limited fund of ALL 2,172,497,806 without VAT, new) - the date of the opening of bids for the phase seen. Performance maintenance of roads in the Central Region (divided into 10 Lates) with a limited fund of ALL 2,160,710,894 without VAT (new) - the date of the opening of bids for the stage of maintenance with performance of roads in the Southern Region" (divided into 13 Lates ) with a limited fund of 2,008,497,824 Lek excluding VAT (new) - date of opening of offers for phase I, Type - framework agreement, term 48 months (4 years), for the first time these tender procedures were developed in two phases.

In the first phase, all the legal, economic, financial and technical documentation was presented, except for the financial offer.

In the second phase, the evaluation would be done through a non-transparent and abusive mechanism.

It is strange how all other economic operators barely qualified and won a contract, while "Aiko lmpex General Construction dshh & other companies, although it had the most expensive financial offer, was awarded.

And the abuse of ARRSH lies in the fact that in criterion (i) the lowest price sets the points with small differences between the participating companies, while in the other two criteria it sets the maximum points for Aiko Impex General Construction and the minimum points for the other bidders, brought economic damage to the state of hundreds of millions of lek" , writes Abazi in the email addressed to Prime Minister Rama.
