The reconstruction massacre in Durrës/ Is Rajli Construction the private

The dramatic earthquake of November 26, 2016 destroyed the lives of hundreds and thousands of Albanian families. But for a small handful of people it has become a source of wealth. And some of these are found in Durrës.

Last week, the Municipality of Durres announced the winners of three limited tenders for the reconstruction of three buildings in Durres. The limit fund determined for the reinforcement of buildings damaged by the earthquake was 5.66 million euros. Tenders were awarded for 5.65 million euros. So, 99.99 percent of the limit fund with only 10 thousand euros saved from the supposedly three tenders. And there was no way it could happen otherwise because non-competitive procurements are not tenders, but simply distribution of money in a corrupt manner.

Although it has already been almost 6 years since the devastating earthquake, Emiriana Sako in Durrës continues to do business with the disaster. And this is literally like a private business with citizens' tax money. But who are the people who took the money?

Rajli Construction is a company unknown to the general public. Headquartered in Durrës, this company is owned by two shareholders, Enkelejda Gojashi and Lediana Mata. The first is known as a member of the Socialist Party and an ardent Renaissance activist, to the point that in the past she has often been a member of the Zonal Election Commissions. And being a militant of the ruling party pays.

In cooperation with the GPG company, Rajli Construction was declared the winner in two of the three tenders, receiving a total of 4.46 million euros. While the other winning company is Inerti shpk, a business based in Gramsh, owned by Halil and Florjan Muja.

Open corruption
In the three closed tenders of the Durrës Municipality, only two contestants competed. Inerti and the merger of the Rajli-GPG companies In the first tender for the reinforcement of the Rajfi building on Iljaz Reka street, only Inerti submitted an offer, whose financial value was 14 thousand ALL or 140 euros less than the limit fund. With the field empty, Inerti was declared the winner of the 1.2 million euro tender.

In the second tender, that of the rehabilitation of buildings no. 8 and no. 10 on Pelikan street, two offers were presented. The merger of the Rajli-GPG companies offered a value of 2.9 million euros. Whereas Inerti gave an offer that was higher than the limit fund, being disqualified with full knowledge.

The same scheme was repeated in the third tender, the one for the structural rehabilitation of the Big Kristi building. The merger of the Rajli-GPG companies offered 3 thousand euros less than the limit fund, while Inerti filled the ball again by giving a higher offer than the limit fund. These are clearly rigged corrupt tenders with predetermined winners.

To date, Rajli Construction Company has received a total of 9 million euros in payments from public money. Of these, 8 million and 700 thousand euros were received only from the Municipality of Durrës, while the other 300 thousand euros were received from the Municipality of Vora. In short, Rajli Construction is a company established to do business only with the municipality of Durrës.

This fact, together with the political connection of its owners with the Socialist Party, raise serious doubts. Is Rajli Construction the private company of Emiriana Sako? If the answer to this question is NO, then there is an answer like Yes for sure. The Mayor of Durrës is the only client of Rajli. Not with her money, but with citizens' taxes in procurement processes that scream corruption./Kapitali.al
