The Democrats' suspicions about the 'Bulgarian train' and the votes of two of its members in the KAS made it possible today to open 94 ballot boxes in the Elbasan district.

Upon opening the boxes, DP observers detected irregularities, which, according to them, prove the manipulation of the elections in the Elbasan region and the existence of the Bulgarian train phenomenon.

The DP's elected MP for the Elbasan Region on May 11, Blendi Himçi, said on Syri TV that the May 11 election process in over 60% of the voting centers was illegal from the start because, according to him, the 'opening' minutes were missing. 

Himçi said that the CEC had sent the footage to the Elbasan branch of the Democratic Party with interruptions and in 4:3 format, whereas according to him, it should have been a full video and in 6:9 format.

"The first step we took was to search for video footage, which found video footage in almost every voting center with serious violations of an electoral process that was not in accordance with the rules of a process foreseen in the Electoral Code. But it was simply an electoral farce with massive abuses of family voting. I would say with situations of the imposed vote of the Bulgarian train, the carousel voter which vote comes out and then that type of vote starts and is oriented. All of this brought a deformed result of the electoral process of May 11, going to the Elbasan district. Based on this, we have filed a complaint with the KAS and of course in the KAS we have maintained a position that we brought the evidence, of course with the video footage, which the electoral administration brought, where and here I have my remarks with the way they brought it to us. They brought us 20 minutes of interrupted video footage. So we do not have a genuine video footage from the first minute of the Voting Process and the trouble when the voting process ends at that polling center.

The question I asked the KAS specialist, the CEC administration, is 'why were they disconnected because in 2023 we did not have them disconnected at any moment, we do not know the hour, minute or second at which the electoral violation occurred'. The time is not set at all in the security footage, we only have film footage that is justified with the argument of bringing it quickly. Moreover, the film footage is in 4:3 format, meaning that they are much more limited footage than film footage. They should have been 6:9, and this story starts with the electoral administration. We have requested a reassessment of the boxes and electoral materials, where all the elements are inside, whether it is the unused sheets, or the minutes, those 07, 08, 09 and onwards, and in addition to this, the verification of the seals for each box. What we found today was blatant: over 60% of the ballot boxes had problems.

There were problems with the verification of the seals, with the lack of seals in three or four ballot boxes, the seals that seal the ballots that should have been in the box of electoral materials are missing. There are cases when ballots are missing and completely unused ballots were not found in the box of electoral materials. Not to mention the non-reconciliation of the ballots, between what is written in the 08 minutes (the closing one) where the data is given with the ballots that have been used, invalid or damaged in turn and the unused ballot.

With the lack of ballots and the mismatch, we do not know where these ballots went. It could be the Bulgarian train, these ballots could have been used abroad to ascertain and use. It started at the voting center and the CEAZ turned a blind eye to these violations. But what is worth noting is that there are strange signs in the ballot boxes that the 07th minute (the opening one) is missing, where we have no data regarding the verification of the security codes of the ballot box, the 08th minute is missing, or both minutes are missing in the same box. And I do not know how the CEC can extract this type of valid box, and insert it into the full table of a vote that from the start has been totally manipulated in my opinion, and we are facing an electoral farce.” Himçi.
