Tabaku: The opposition is serious about the fight against corruption and integration

The democratic MP Jorida Tabaku, at the same time head of the National Integration Council, writes on Facebook that the opposition has expressed readiness and has proposed clear measures to fight corruption.

Tabaku adds that Albania is immersed in an environment polluted by corruption and that the integration process can only be successful with two key principles: agreement and dialogue.

In a period when Albania is analyzing the chapters on democracy and the rule of law in the screening report, the country is facing a deep crisis of credibility towards the institutions. Recent polls show an increase in the perception of endemic corruption, while SPAK investigations reveal new cases of corruption every day, so much so that the public administration has become unable to act for fear of procedural traps set up to cover up high-level corruption.

This situation reflects an environment polluted by corruption that has plagued Albania. Our task as legislators and as an assembly is to find solutions to fight this phenomenon and to restore public trust in institutions. This is a great battle to save Albania and to change the culture of governance so that it is at the service of all citizens, not just a minority.

The opposition has expressed readiness and has proposed clear measures to fight corruption and organized crime. Our efforts were first ignored, then refuted and finally accepted. However, the acceptance of the problem has not been accompanied by the reflection necessary to save a sick system. Instead, it has been used to maintain a status quo that favors the minority at the expense of the majority.

The National Council of European Integration, with all its problems, has demonstrated sincere efforts to improve the integration process and the parliament's report to this process. The jointly approved legal changes are a proof of this work method. Therefore, as we listen to the majority who demand the inclusion of integration in the Commission they seek, we must bear in mind that the source of a successful integration process are two main principles: consensus and dialogue.

Të dy këto parime do të ishin të domosdoshme edhe sikur shoqëria apo politika jonë të ishte në nivelet më të larta, që në fakt nuk është e tillë. Në kushtet pra, kur Shqipëria është në një krizë të thellë dhe reale kredibiliteti të mazhorancës socialiste që përdor çdo mjet ligjor për të zhbërë transparencën dhe llogaridhënien, vendi jonë i ka domosdoshmëri këto dy parime kyçe. Të gjithë jemi të vetëdijshëm se mazhoranca nuk e ka as integritetin e plotë dhe as lartësinë morale për të kërkuar e vetme krijimin e një komisioni të tillë në emër të të ashtuquajturës “transparencë” apo llogaridhënie.

Që ky rrugëtimi në BE të jetë real duhet të kthehet nga një qokë për të marrë një “tick” në takimet me BE, në reforma që kontribuojnë në rritjen e mirëqënies në vendin tonë. Dhe kjo do të thotë institucione të pavarura dhe një llogaridhënie e vërtetë të qeverisë ndaj parlamentit. Pra, një proces integrimi pranë qytetarëve dhe në shërbim të tyre.

Ndërsa vendi vazhdon të jetë një demokraci e ndryshkur dhe jo realisht eficente, parlamenti i vendit është kthyer në një ingranazh (të rëndësishëm) të atij kombinati korrupsioni që një nga një po përtyp heronjtë socialistë. Ligjet me porosi vazhdojnë të jenë një emblemë e zezë ndërkohë që ne na duhet një betejë reale dhe e pakompromistë përballë korrupsionit.

Shqipërisë i duhet kjo betejë dhe në fakt duhet ta nisë atë pikërisht nga salla e këtij parlamenti. Shqiptarëve u duhet integrimi por mbi të gjitha u duhet reforma e rëndësishme ekonomike dhe jo vetëm për të ndërtuar një model anti-korrupsioni që është parandalues.

Detyra funksionale e këtij Këshilli kombëtar është forcimi i transparencës dhe llogaridhënies së qeverisë dhe institucioneve të pavarura në raport me procesin e screening. Për sa kohë kjo detyrë vazhdon me sukses dhe që transmeton shqetësimet edhe të shoqërisë civile, atëherë do duhet të jetë ky mediumi përmes të cilit ne të flasim për integrimin dhe luftën kundër korrupsionit. Por ky medium është produkt i vullnetit politik të të dyja palëve që nëse realisht kërkojnë një proces integrimi dobiprurës dhe në shërbim të vendit duhet të respektojnë parimet për të cilat kemi rënë dakord.

Ditën e sotme në KKIE do duhet të raportonte pikërisht Ministria për Administratën dhe Luftën Kundër korrupsionit për punën e saj në raport me kërkesat e Progres Raportit. Fatkeqësisht, mazhoranca socialiste që ndonëse premton luftë kundër korrupsionit dhe angazhimin e saj në procesin e integrimit ka vendosur të bojkotojë këtë mbledhje duke penguar jo vetëm transparencën por edhe llogaridhënien.

Jo më larg se një vit më parë kuvendi i Shqipërisë miratoi ndryshimet mbi Rolin e Parlamentit në Procesin e Integrimit, ndryshime që ishin një ridimensionim i punës dhe rolit të këtij institucioni për ta afruar procesin e integrimit me shqiptarët dhe qytetarët duke rritur akoma më shumë pjesmarrjen e shoqërisë civile, grupeve të interesit dhe sindikatave në këtë proces.

In this hall there are representatives of the opposition, civil society, interest groups and trade unions, but the socialist majority is missing. This strange and completely senseless boycott after there was an agreement on the time, place and topic actually reflects the lack of will to fight corruption and continue the integration process.

This hall boycotted, quite surprisingly by the socialist majority, proves once again that unlike the propaganda heard in international offices, in television shows or interviews in different languages ​​about the will and aspiration of this government for an integration in 2030 is false and illusionary.

Today's boycott is disappointing. After all, we can be divided on many topics, but for no moment have I thought that we can be divided on the issue of integration.

The opposition's battle is for an Albania that truly embraces institutional democracy, respecting the separation of powers and transparency and accountability between them. The integration process is the path towards a western Albania and in accordance with these values. The fight against corruption, the prevention of corruption and the effort for an Albania within the EU starts and ends in this hall and with the commitment of elected Albanians from all political sides. This is a battle that is supported by 93% of Albanians.

Therefore, I invite my socialist colleagues to understand the importance of this process and the National Integration Council, and to unite beyond political divisions in this common effort for the future of our country.
