The TEC vessels in Vlora will be put into operation, KESH procures the removal of oil waste

After the announcement of the tender to secure 21 thousand tons of oil to start the two TEC ships in Vlora for energy production, the Albanian Power Corporation has opened a procurement procedure for the removal of hydrocarbon waste that will be generated by this process.

In the Public Procurement Agency, the procedure with the object of the contract "Benefit of the service of the evacuation of the hydrocarbon wastes of the Vlora Floating Power Plant and their final treatment" was announced with a limited fund of 32 million ALL.

According to the tender documents, it is clarified that the removal of waste will be for a period of 2 years until the consumption of 25 thousand tons of oil.

"To calculate the need for determining the amount of hydrocarbon waste evasion, based on the technical characteristics of generating assets and fuel characteristics. The working group has taken into consideration the technical data of the utilization carried out by the company Renco spa and from the above analysis it results that the amount of hydrocarbon waste that will be produced in function of fuel consumption will be: 0.0226297074 mton.

The company KESH sh.a will supply the amount of fuel of 25,000 tons for the operation of generating assets," the document states.

Specifically, KESH requests that, through third parties, it manages to obtain the service of evacuation of hydrocarbon waste in the "Temporary floating thermal plant and auxiliary infrastructure".

According to the documents, the requested service can only be provided by operators who have the necessary capacities for the evacuation of waste derived from the activity of the operation of the Floating TPP.

"The bidders must ensure the provision of the service throughout the period that the amount of fuel of 25,000 tons will be consumed. In summary, the requested service will consist of the set of elements defined below, which will be performed by the bidder in order to escape the hydrocarbon waste that will be produced from the consumption of 25,000 tons of fuel. The period of providing the service will be for a 2-year period or until the end of the consumption of the amount of fuel of 25,000 tons," underlines KESH.

The parties will organize a request notification system (flow of requests for service), which will be part of the contract that will be concluded between the parties.

On the part of the company Renco spa, the quantities necessary for evacuation were calculated on a daily and weekly basis in accordance with the storage capacities of the tankers positioned in the floating assets.

The system of storage, deposit and storage of these hydrocarbon fuel residues is equipped with the necessary infrastructure for their normal withdrawal according to the periodicity and quantity as follows:

The energy crisis that started at the end of summer 2021 reached its peak in 2022, exposing Albania to crazy import prices.

KESH decided to rent thermal energy generators and in the finals, after the development of competitive procedures, two floating thermal generators were provided. The ships are located in Triport of Vlora. The latter would produce energy through oil as needed. The capacity of the two units is 110 MW.

In a scenario for the energy situation during 2023, official data showed that the production of energy from these units would cost 165 million euros. The generators were expected to produce 884 GWh at a production cost of 185 euros/MWh something that never materialized.

The value of the thermal generators is estimated at 15 million euros, while the rent for a period of 2 years was calculated at 46 million dollars./ Monitor
