Draft, tourist operators must have qualified technical managers

Tour operators must have qualified technical managers in order to provide quality services.

At least this is the aim of the changes in the draft decision "On some changes to decision no. 710, dated 12.10.2016 "On the approval of the regulation "On the requirements and criteria for the exercise of the activity of a tourist operator"" issued for consultation by the Ministry of Tourism and Environment.

The report accompanying this draft explains that the tourist operator is represented during the exercise of the activity by the legal representative (administrator) and the technical director, who must meet several criteria set out in the 2015 law, as well as several other additions.

Thus, Article 3 highlights that first the technical director must prove that he or she has had work experience in such tourism activities as: travel agency, accommodation facility, tourist operator, marine tourist operator or tourist guide, or in other fields in the field of tourism.

Secondly, the technical director must be employed only by one tour operator, in the capacity of technical director.

Thirdly, the technical director, for the purposes of exercising his activity, must prove that:

i) possesses a foreign language, through a certificate, diploma or similar document, issued by an entity certified by the ministry responsible for education for the organization of international tests, at level B2, or by a public or private higher education institution, which has been approved by the ministry responsible for education to offer accredited foreign language programs, with a score above/even a grade of 7 (seven);

ii) possesses a second foreign language, through a certificate, diploma or similar document, issued by an entity certified by the ministry responsible for education for the organization of international tests, at level B1, or by a public or private higher education institution, which has been approved by the ministry responsible for education to offer accredited foreign language programs, with a rating above/even a grade of 6 (six).

Fourthly, the legal representative and the technical director, in any case, are responsible for implementing the provisions of this regulation.”/ Monitor.al
