Tirana-Durres railway and extension to Rinas are complained to the EBRD again

Other troubles have emerged regarding the Tirana-Durres railway and its extension to Rinas, where this time the European Bank for Reconstruction and Development (EBRD) has requested that a complaint made by businesses in the Domje area be resolved.

In a document made public by the bank itself, based on a complaint submitted in November 2024 and currently in the evaluation phase, it is highlighted that financial damages have been caused to the complaining entities.

“On 13 November 2024, two businesses filed a complaint with IPAM regarding the EBRD Albanian Railways Project (OP ID 48466). The claimants allege that their businesses have been harmed by the construction of an access road parallel to the railway in Domje.

They shared that the construction of the access road would require them to give up part of their private land, which would affect the functioning of their businesses and lead to loss of income. They are seeking an alternative extension of the access road to avoid damaging their businesses. The claimants also allege a lack of public consultation and transparency in decision-making,” the summary of the claim posted on the EBRD website states.

Earlier, another request was made for the same project regarding an access road. The Tirana-Durres railway project has been accompanied by significant delays, especially regarding expropriations, which have taken a long time. Works on this project began in 2021 and are still ongoing regarding the construction of the track, while the construction of the stations was procured a short time ago.

This project was initially financed with a loan of around 70 million euros from the EBRD, while only at the beginning of this year the government requested an additional 40 million euros of this loan to complete its works. According to the government's argument, the reason for this additional amount was the increase in the cost of construction materials, which have significantly increased the bill, while part of this additional amount will go towards the construction of the stations.

The Tirana-Durres railway and the extension in Rinas have a length of 39 kilometers. The trains on this railway will be electric and will cover the distance in 22 minutes. In total, there will be 11 stations along the entire line./ Monitor
