Tourism remains one of the most informal sectors in the country. By 2022, when the latest INSTAT data is available, net sales revenues in the accommodation sector were 32 billion lek, or about 320 million euros, and there were about 12 thousand employees.
According to the official list of the Ministry of Tourism and Environment, for accommodation structures by categorization, in July 2024 there were 1845 structures throughout the country, divided into hotels, guesthouses, and bed and breakfast units.
By the end of 2022, registered accommodation units had around 50 thousand rooms and over 110 thousand beds, according to INSTAT.
Over the last two years, their number is estimated to have increased following investments in the expansion of "FAFA Resort", the construction of the "Melia" hotel in Lalëzit Bay and many other hotels.
However, data from AirDNA shows that the short-term rental tourism sector has undergone major expansion, most of which remains informal.
For example, the income generated through rentals alone from the Airbnb platform in 2024 was 85 million euros, or 25% of the entire formal sector in 2022, while there were an average of around 20 thousand listed residential units.
Market players claim that the other Booking platform brings in more tenants and a large part of it, apart from hotels, still remains informal.
At the end of 2023, at the request of the Albanian authorities, the Booking platform, through a notice, asked apartment owners that if they do not declare their NIPT, they will pay 20% VAT on the commissions charged by Booking.
The Tax Office's goal was to identify individuals registered on this platform through these payments, as data from payments made by Booking will be sent to the Tax Directorate, but this initiative seems to have been left pending, due to difficulties in identifying owners.
Recently, the Minister of Tourism and Environment, Mirela Kumbaro, affirmed that in the context of increasing tourism and its monitoring, the E-Visitor platform will be created, which from 2025 will collect accurate data on the number of visitors and reservations from platforms such as Airbnb and Booking.
"This platform will help reduce informality among accommodation structures and improve monitoring of the tourism sector," said the minister.
The growth of tourism has also encouraged investments in the hotel industry, especially in coastal areas. In recent years, the number of hotels that rank on the list of the largest, both in terms of turnover and profit, has increased.
According to data processed by "Monitor", in 2023, the annual turnover of the 8 largest hotels in the country was 6.8 billion lek, or about 68 million euros, while Airbnb market revenues were 50 million euros in 2023 and 85 million euros in 2024.

Sipas burimeve nga kompania, ecuria negative lidhet kryesisht me zhvlerësimin e Euros, që ka ulur ndjeshëm të ardhurat, si dhe informalitetin e lartë në treg, që nuk e mundëson vendosjen e çmimeve të larta sipas kategorizimit të yjeve.
“Rafaeolo Resort” është struktura e dytë më e madhe hoteliere në vend. I vendosur në Shëngjin prej gati dy dekadash, është zgjeruar vit pas viti.
I nxitur nga kërkesa e lartë e turistëve nga Kosova, është ndër të parët që zbatoi konceptin e “all inclusive” (të gjitha të përfshira). Edhe ky hotel po vuan nga rënia e Euros. Të ardhurat në vitin 2023 ishin 1.14 miliardë lekë, me tkurrje 20% me bazë vjetore.
Edhe fitimet ranë me 68% në 179 milionë lekë. Norma e fitimit zbriti në 15.6%. Bledar Shima, Menaxher i “Maritim Rafaelo Resort” pohon se “kostot llogarisim se janë rritur diku te 15-20% dhe peshën kryesore e mban zhvlerësimi i Euros”.
“Management Hospitality Albania”, që ka në menaxhim hotelin “Melia” në Gjirin e Lalëzit, një investim i “Concord Investment”, dhe pjesë e zinxhirit spanjoll të hotelerisë, “Melia” ka deklaruar të ardhura prej 1.2 miliardë lekësh në vitin e parë të plotë të aktivitetit, duke u ngjitur në resortin e tretë më të madh në vend.
Fitimet ishin 224 milionë lekë, me një normë prej 18.7%. Juan Tuñon, Menaxher i Përgjithshëm i “Melia Durrës” pohon se “Melia” e identifikoi vizionin e turizmit pesë vjet më parë, “prandaj ne kemi nënshkruar tashmë 19 projekte me markën tonë për pesë vitet e ardhshme.
Hyrja e markave të tjera ndërkombëtare do të rrisë konkurrencën e destinacionit. Shumëllojshmëria e segmenteve të tregut do ta bëjë vendin më tërheqës, por është thelbësore që këto segmente të përcaktohen qartë sipas zonës”.
“Golden Eagle”, që menaxhon “Rogner Tirana” raportoi gati 800 milionë lekë të ardhura, me tkurrje të lehtë vjetore 1%. Shoqëria rezulton me humbje.
“Grand Blue FAFA Resort” është struktura më e madhe hoteliere në zonën e Durrësit dhe Golemit. E hapur në vitin 2020, shoqëria realizoi të ardhura prej 756 milionë lekësh në 2023, me zgjerim prej 29% me bazë vjetore dhe fitime prej 48 milionë lekësh.
Struktura tjetër “FAFA Resort” raportoi të ardhura prej 700 milionë lekësh në vitin 2023 dhe fitime 171 milionë lekë.

In the Golem area, "Brilant Hotel & SPA" and "Bonita" had revenues of around 500 million lek each.
