The session of the Electoral Reform Commission was accompanied by strong tensions, with the head of SPAK, Klodian Braho, present at the hearing.

Democratic Party MP Albana Vokshi has raised accusations against the patronage system, describing it as a mechanism used politically by the majority during electoral processes. She asked the head of SPAK whether the institution has conducted concrete investigations on this issue, as well as on the role of AKSHI and the use of electoral data.

Vokshi stated that the opposition has submitted numerous reports since 2021 and 2023, but according to her, she has not received any responses or visible developments from the Special Prosecution Office.

"First, considering that on the other side of the table we have the head of the patronage system of the Socialist Party. We have the chief patronageists of the Socialist Party. I do not have the slightest hope that this commission will have the will to address this issue and find a solution to it. For at least two of the members of the Socialist Party, I have sent several criminal reports to SPAK. In 2021, I sent three criminal reports to SPAK. One for the former Minister of Health, Ms. Manastirliu, one for the former Minister of Justice, Mr. Ulsi Manja, and one for the Mayor, Erion Veliaj. And what is the result? And I have provided detailed data for each of them in my reports, on how the patronage system was abused in the electoral offices of unit 9, unit 11 and in the Municipality of Tirana in general.

Now if this commission is set up... if it interferes with me... is it possible not to interfere with me? Is it possible not to interfere with me? So, in the patronage database there is everything. Every family is vulnerable. It is an electoral crime, it is the biggest electoral crime. And you never mention patronage in any of your reports. Why? Do you intend to investigate patronage?” said Vokshi.
