Property falsification in Durrës, SPAK sends 8 defendants to trial, Rrumi

The Special Prosecution Office against Corruption and Organized Crime (SPAK) has completed the investigations and sent eight defendants for trial, accused of setting up and running a criminal scheme of forging documents and alienating properties on the coast of Durrës.

According to SPAK, at the center of the scheme were Aleksandër Laho, also known by the nickname "Rumi", and Vullnet Muça, who are suspected of creating and leading a structured criminal group that has been operating for years in the Shijak–Kepi i Rodonit area. Agron Bejdolli, Vlash Brahja, Mikel Zaho, Artur Isaku and other individuals were also involved in this activity, while Ermira Avdyli and Urim Agasi have also been sent to trial.

Investigations have revealed that the group forged Land Acquisition Acts (AMTP), appropriating hundreds of thousands of square meters of state-owned or unclaimed land from former owners. The forged documents were then registered at the State Cadastral Agency in Durrës, with the help of the institution's employees, to be further sold as legal properties.

According to the investigative file, the organizers identified agricultural families with difficult economic conditions and used their documentation to fabricate property titles. Other forged documents were then produced, which were integrated into the archives and electronic system of the Cadastre, creating a complete chain of legalization of the appropriated properties.

SPAK emphasizes that part of the criminal activity was also documented through communications on the encrypted platform SkyECC, where according to the investigation, the leading role of Aleksandër Laho and Vullnet Muçë in organizing and financing the scheme is proven. ASHK lawyers, Mikel Zaho and Artur Isaku, are accused of manipulating the electronic property registration system, registering properties with forged documents and facilitating their sale.
