The Vice President of the European Parliament, Nicolae Ștefănută, has joined the citizens' protest in Tirana, stating that the European delegation's visit aims to listen closely to the protesters' concerns and verify the facts related to the opposed project in Zvërnec.
In an interview with Deutsche Welle, the Romanian MEP warned that the lack of transparency and suspicions of violations of the rule of law could negatively affect Albania's European integration process, while rejecting claims that the protests are instigated by external factors.
FULL INTERVIEW:
DW: For a month now, thousands of citizens have been protesting in Tirana. Today you have chosen to be among them. Why was it important for you to participate in this protest?
Nicolae Ștefănută: Because it reminds me of what happened in Romania in 2013–2015, with the scandal of the gold mine project in Roșia Montană. There too, it was a very dubious, non-transparent investment that raised suspicions of corruption. Romanians took to the streets en masse for many months and managed to stop that project. It was not only an environmental issue, but also an issue of the rule of law and justice. My message to Albanians is that I believe that you too can stop this project, which is not transparent, is not in the best interest of nature, nor in the best interest of Albanian citizens.
DW: The protests started against construction in the Zvërnec protected area, but have now turned into a broader movement against the political establishment in Albania, both the government and the opposition. How do you see this?
Nicolae Ștefănută: This is what happens when a lot of resentment accumulates. Sometimes all it takes is one spark. I believe that many of the people who are on the streets today have seen and experienced things that they consider illegal or corrupt. Then something like this project happens, which makes them say: enough. It is true that everything started as an environmental issue, but people understand when they are faced with an injustice. So it is not surprising that this has turned into something much bigger than just an environmental protection issue.
DW: Are you here to support the protest as a whole, or mainly the protesters' demands for environmental protection?
Nicolae Ștefănută: Para së gjithash, jemi këtu për të mësuar faktet. Mendoj se të gjithë anëtarët e Parlamentit Europian, edhe unë si nënkryetar, duhet t’i njohim faktet. Duhet të dëgjojmë çfarë thonë njerëzit dhe të kuptojmë se çfarë ndiejnë. Do të takohemi me organizata të shoqërisë civile, me institucione dhe do të vizitojmë vende të ndryshme. Jemi këtu edhe për të mbështetur qytetarët, sepse ky flamur, simbolizon bashkimin e popujve. E di që shqiptarët duan me dëshpërim të bëhen pjesë e Bashkimit Europian. Mendoj se ata e meritojnë anëtarësimin në BE, por meritojnë gjithashtu shtetin e së drejtës dhe drejtësinë, ashtu si në Europë.
DW: Pak ditë më parë, Parlamenti Europian miratoi një amendament që kërkon ndalimin e ndërtimeve në zonat e mbrojtura në Shqipëri. Çfarë prisni konkretisht nga qeveria shqiptare?
Nicolae Ștefănută: Disa prej ligjeve për të cilat flasin protestuesit janë vërtet të dyshimta. Për shembull, përjashtimet që lejojnë ndërtimin e hoteleve me pesë yje në zonat e mbrojtura nuk janë të pranueshme. Ndaj mendoj se këto ligje duhet të shfuqizohen sa më shpejt. Kjo duhet të reflektohet edhe në procesin e negociatave të Shqipërisë me Bashkimin Europian. Rumania ka kaluar të njëjtin proces, duke përshtatur legjislacionin europian për t’u bërë pjesë e BE-së. Edhe ne e kemi bërë këtë. Prandaj këto standarde duhet të mbrohen. Anëtarësimi në Bashkimin Europian është një mundësi e jashtëzakonshme, por ai shoqërohet edhe me përgjegjësi. Ne presim që qeveria shqiptare t’i respektojë këto përgjegjësi.
DW: A mendoni se kjo situatë mund të ndikojë në rrugën e Shqipërisë drejt Bashkimit Europian?
Nicolae Ștefănută: Po, për fat të keq. Ne duam që Shqipëria të bëhet pjesë e Bashkimit Europian. Por gjithçka që krijon dyshime, pasiguri apo hedh hije mbi procesin e anëtarësimit nuk është në rregull. Në fund të fundit, anëtarësimi miratohet edhe nga politikanët dhe drejtuesit e vendeve anëtare. Nuk besoj se kjo krijon një imazh të mirë për qeverinë. Qeveria duhet të jetë këtu, të dëgjojë qytetarët, të negociojë me ta dhe të diskutojë se çfarë mund të ndryshohet. Ndërkohë, ajo që kemi parë është një lloj represioni ndaj protestave dhe shënjestrim i protestuesve. Kjo nuk është e pranueshme dhe bie ndesh edhe me vlerat e Bashkimit Europian.
DW: Kryeministri Edi Rama ka deklaruar se ajo që po ndodh në Shqipëri është pjesë e një përpjekjeje për destabilizim që vjen nga jashtë. A keni ju indicje për këtë?
Nicolae Ștefănută: From whom? I heard three or five different versions. They can't all be true, right? I don't believe this, because I've seen the same thing in my country. People don't go out to protest with their children because someone pays them. They don't protest for 30 days in a row because a foreign government is behind them. That's not how it works. Here I see young people, old people, families with children. This is a real protest, based on something very concrete. I met people who had come from Sweden. Why would they pay the ticket to return to Albania just to protest? Because they care about their country.
