The European Union Ambassador to Tirana, Silvio Gonzato, called on the new magistrates to be bearers of a new culture in the justice system, emphasizing that reform cannot rely only on legal changes, but also on the integrity and professional behavior of those who enforce the law.

During his speech at the International Conference "Interaction of Justice with the Media", Gonzato stated that new judges and prosecutors will have a key role in guaranteeing European standards, as each of their decisions will directly affect the lives, freedoms and rights of citizens.

The Ambassador underlined that professional knowledge is not enough without values such as integrity, independence, honesty, courage and humility.

"The responsibility you have is enormous and it requires much more than technical knowledge. It requires integrity, honesty, independence, courage, but also humility, because you have to accept that sometimes the first impression may not be the right one. You have to be humble, not arrogant," said Gonzato.
He assessed that Albania cannot achieve European Union standards only through the adoption of laws, but through the way they are implemented in practice by justice institutions.

According to Gonzato, changing the mentality within the system still remains a challenge.

" Institutions are not built with laws and regulations alone. They require a change in culture and mindset among the people who work in them."

I am not convinced that this change has yet been fully achieved. In some cases there continues to be a reluctance to accept the collegial nature of decision-making in justice institutions”, said the ambassador.
In conclusion, Gonzato stressed that no justice institution can function in isolation, underlining that cooperation between them is essential for guaranteeing the rule of law and providing a quality service to citizens.
