This tourist season, the government has undertaken a profound reform of the administration of the coastline, radically changing the regulation of beach resorts. For the first time, municipalities are given the right to set ceilings on the prices of sun loungers, while a new category is created: “public paid beach”, administered directly by the local government.
This reform aims to curb price abuses, guarantee more control over private operators and improve service standards. But on the ground, big questions remain: will holidaymakers pay for more quality, or for a right that until yesterday they had for free? Above all, in a season that has started with tragic results, will this change guarantee the safety of life at sea?
From free public beach to paid one
The decision comes after Prime Minister Edi Rama's continued criticism of the high tariffs applied in some of the most frequented tourist destinations, especially in Ksamil and Dhërmi. For years, the stratospheric prices have been the subject of debate, damaging the image of domestic tourism.
With the new changes, municipal councils will approve maximum prices for each coastal area before each season. Private operators who exceed the approved tariffs risk heavy fines and loss of contract. Meanwhile, the new “public paid” spaces will be managed by the municipalities themselves and cannot be delegated to private operators.
To understand where we are, we need to see how the coast has changed in recent years:
Year 2023 (only 20% public): The old regulation left only 1/5 of the coastline available to citizens free of charge. Although safety and hygiene standards existed on paper, in the field there were no toilets, showers, or lifeguards, while private parties occupied every space.
Year 2025 (30% free obligation): The new rules stipulated that at least 30% of the beach area had to be free. A free corridor of 2.5 meters was foreseen near the sea and the placement of umbrellas at least 10 meters from the water. However, implementation failed, citizens continued to complain about umbrellas pushed into the sea and a total lack of conditions in the free areas.
First complaints
This year, municipalities have officially taken control of prices. Minister of Economy, Culture and Innovation, Blendi Gonxhja, stated during the inspections that “we remain committed to protecting public spaces, respecting the rights of residents and creating conditions for beaches to be clean and safe.”
But, on the ground, the voice of citizens says the opposite. In Durrës, complaints that public spaces are being reduced in favor of private ones are daily. A citizen in the Volga area expresses his outrage: "Zero free beach. The sand was expanded for private people and the tables of the bars."

A kanë fuqi bashkitë të “luftojnë” me privatin?
Ekspertja e turizmit, Flora Xhemali shprehet mjaft skeptike për aftësinë e pushtetit vendor: “Bashkia nuk po menaxhon dot hapësirat e veta publike, që janë lënë në mëshirë të fatit. Çfarë do bëjë? Bashkia nuk ka aq infrastrukturë shtetërore për të kontrolluar privatin, sidomos në pikun e sezonit. Do jetë e vështirë për t’u implementuar si ligj. Lufta e vërtetë është për plazhet e jugut dhe për çmimet e çadrave.”
Modeli i Lezhës dhe Velipojës
Lezha është bashkia që ka zbatuar më gjerësisht modelin e ri për vitin 2026, duke ndarë pothuajse në mënyrë të barabartë hapësirën: 94,195 m² plazh publik falas dhe 96,070 m² plazh publik me pagesë (me tarifa që variojnë nga 300 deri në 2.000 lekë). Kryebashkiaku Pjerin Ndreu ka mbrojtur projektin duke thënë se qytetarët do të kenë mundësi zgjedhjeje sipas xhepit dhe komoditetit.
Velipoja: Shifrat tregojnë një rritje progresive të hapësirës publike falas në tri vitet e fundit, ndërsa në 2024, hapësira publike zinte 31.5% e plazhit (70,760 m²) këtë vit zë 37.8% e plazhit (82,052 m²).
Edhe pse Këshilli Bashkiak ka vendosur një çmim tavan prej 900 lekësh për çadër, monitorimet në terren tregojnë se në zonat publike ende mungojnë dushet, tualetet dhe mirëmbajtja bazë.

Në Durrës, rreth 70% e plazhit mbetet privat. Nga 128 hapësira publike në total, numrin më të madh e ndan Plazhi i Madh (52) dhe Shkëmbi i Kavajës (34). Në Vlorë, tarifa zyrtare është 700 lekë, por qytetarët raportojnë se nën dorë paguajnë deri në 1.500 lekë. Ndërsa tavanet më të larta i ka miratuar Saranda (deri në 3.000 lekë) dhe Ksamili, ku një çadër në plazh publik mund të kushtojë deri në 4.000 lekë.

Pavarësisht rregullave të reja, “ligjin” në bregdet vazhdojnë ta bëjnë investitorët strategjikë. Eksperti i turizmit Lyto Alliu argumenton: “Për të arritur turizmin elitar nuk mjafton vetëm ndërtimi i hoteleve apo vendosja e çmimeve. Menaxhimi është problemi i vërtetë. Zona pa pagesë shpesh lihet ajo më larg dhe pa asnjë standard, ku nuk shkon askush.”
Prices under control, but life safety on alert
While all the public debate is focused on money, the 2026 season has started with a tragic toll on the beaches. During the month of June alone, five victims were recorded, including children and young people:
June 3: Two young men from Kosovo (21 and 22 years old) lost their lives at Rana e Hedhun due to strong currents.
June 9: Two minor girls (9 and 11 years old) drowned on the public beach of Tale.
June 21: An 11-year-old boy lost his life on the beach in Durrës.
These serious events have urgently brought attention back to the failure of safety, the lack of beach lifeguards, poor signage, and the lack of certified swimming areas.
This summer could mark a turning point in the management of the Albanian coast, where municipalities are experimenting as “businesswomen” of paid beaches. However, the success of this reform will not be measured by the number of tariffs approved on paper or by political promises.
The only way to measure success is what citizens will actually find on the ground: Clean and litter-free beaches, functional and well-maintained public showers and toilets, signalized dangers and beach lifeguards who guarantee life and, above all, strict respect for the free space that belongs to citizens./acqj
