Investigation underway into 5D affair, former Tirana Municipality director

The Special Court of Appeal has decided to change the security measure against the former director of the Inspectorate of Territorial Protection (IMT) in the Municipality of Tirana, Mariglen Qato, replacing the measure of "prison arrest" with the lighter measure of "house arrest".

Qato is being investigated in the context of the file known as "5D", a SPAK case related to suspicions of corruption and illegal benefits through tender procedures in the Municipality of Tirana.

The Appeals Court's decision comes after reviewing the previous measure imposed by the Special Court, while investigations against the former official are still ongoing.

Mariglen Qato was arrested in March 2024, after the GJKKO initially sentenced him to "prison arrest" on charges of passive corruption and concealment of assets.

Through his lawyer, he has denied the charges, stating that he has not committed any legal violations while exercising his duties and that his actions have been in accordance with the law. According to him, the process against him has also been influenced by political pressures.

The same file also includes the former director of Tirana Water and Sewerage, Redi Molla, who has also been sentenced to "prison arrest". SPAK suspects that he favored a private company in tender procedures, charges which Molla has denied, claiming a lack of conflict of interest and acting in accordance with the law.
