BIRN: SP holds hostage the KLSH report in the Assembly

The Supreme State Audit Office is the only independent institution that has not completed the procedure of reporting to the Assembly for this parliamentary session, as the reporting of this institution continues to be open to the Committee for Economy and Finance, as the committee responsible for sending the resolution on the work of this institution in plenary session.

On Thursday, during the work of the Assembly, the opposition demanded that the report of the SSC be included in the agenda, accusing the majority of violating the Constitution by denying this legal procedure.

"It is unacceptable that KLSH is the only institution that is left unreported," said the chairman of the parliamentary group of the Democratic Party, Gazment Bardhi, citing the relevant article that obliges KLSH to present the annual report to the Assembly.

The Speaker of the Assembly, Lindita Nikolla, called the request right and called on the Economy Committee to continue the work to complete the process of reporting and drafting the resolution.

But the chairman of this commission, Eduart Shalsi, claimed that the KLSH had not given the answers requested by the deputies in this commission, even though several hearings were held with its head, Arben Shehu, during the last few days.

He said that the commission had not clarified why the dismissal was requested for the budget director in the Ministry of Finance, Mimoza Dëmbi, why there was no report for the Oncology scandal, for the external advisers employed in the institution, etc.

When asked by BIRN, Shalsi said that "the Commission is continuing its work and is not yet ready" and that the deadline for completing the process was in the hands of this commission.

The reporting of the head of the KLSH to this commission has been accompanied by tensions and accusations from the opposition about Shalsi and other SP deputies that they were exerting political pressure on an independent institution. Shehu himself several times found the questions of socialist deputies as inappropriate, intimidating and insulting to the work of the institution.

In Thursday's session, the Assembly approved with 90 votes in favor, 1 abstention and 4 against the draft decision "On the establishment of the Public Sector Audit Subcommittee", a structure that is expected to have as its object the work of the SAI. Despite the political consensus, the initiative has been criticized by the opposition as an attempt to undermine the independence of the High State Control.

In this session, the Assembly approved the resolutions on the work of independent institutions that report to the Assembly and confirmed with a simple majority of votes the list obtained from the third lottery for the selection of new members of the High Judicial Council and the High Prosecution Council from among the ranks of lawyers.

The Speaker of the Assembly, Lindita Nikolla, said that if the Assembly does not reach 2/3 in the third vote, then the candidates from this list are considered elected. As a result, the candidates Bledar Bajri and Albens Tabaku are elected members of the HCJ and Erind Merkuri and Erind Gërmenji are elected members of the KLP./BIRN
