Medical students letter to the Assembly: Withdraw the draft law, revise the criteria

Medical students, through a letter to the Assembly, request the cancellation of the draft law on the special treatment of students that forces them to stay in Albania.

They have asked to pay all the quotas in the system with 80% of the Specialist Doctor's salary, and to be distributed among the country's hospitals for as many years as they are due for the salary received.

We, the students of the General Medicine branch of the Faculty of Medicine, Tirana University of Medicine, request for several times the cancellation of this draft law, and its replacement with another draft law which aims to encourage and motivate students and doctors to to stay in Albania, and not their obligation.

Below we list some of our proposals:

A. Proposals regarding the replacement of the Bill

1. *The General Medicine branch should become a priority branch, where every student will receive a monthly payment equal to the minimum salary, where the average threshold should be reduced to 8.5.

B. Proposals regarding changes in the health system, which would prevent the departure of doctors

1. During the internship period, 50% of the salary of the attending physician shall be paid.

2. Uncovered quotas of long-term specializations in Medicine to be paid with 80% of the Specialist Physician's salary. (For the specialists who may have started the specializations with a free quota, payment must be made for the remaining years of the specialization)

So, to pay all the quotas in the system with 80% of the salary of the Specialist Physician, and to distribute them among the country's hospitals for as many years as they are due for the salary received.

3. To create a dedicated budget for the training of specialists abroad for the acquisition of advanced techniques according to the field.

4. The payment of guards during specialization should be doubled, the primary and secondary doctor should be paid according to the list of guards. (Currently the secondary guard is not paid.)
