TikTok 'shuts down' tomorrow/ AKEP's letter to internet companies

Starting tomorrow, the TikTok app will no longer function in Albania. This was the decision that the Albanian government made with the argument of protecting children from the harm that TikTok causes.

As part of the decision, AKEP has directed all internet companies to shut down the signal of TikTok accounts.

LETTER:

The National Cyber ​​Security Authority (AKSK) with letter no. 1196 prot., dated 10.03.2025 (administered in AKEP with no. 359/2 prot., dated 10.03.2025), has requested the necessary measures to block access to the TIK TOK application and its digital infrastructure in the Albanian territory, by taking the following actions:

1. Blocking Tik Tok IPs in the territory of Albania.

2. Blocking TikTok DNS in Albania,

3. Blocking of Tik Tok's SNI (Server Name Indications) in the territory of Albania.

4. Blocking ByteDance company IPs in the territory of Albania.

The AKSK letter cites the legal basis (Decision of the Council of Ministers No. 151 dated 6.3.2025) and the list of all IPs and domains for which access blocking is requested.

Based on letter ç), point 2 of article 30 of law no. 54/2024 "On electronic communications in the Republic of Albania and letter e), point 1, of article 9, as well as point 9 of Annex E, of AKEP Regulation no. 47 dated 26.10.2017 "On the implementation of the General Authorization regime", every operator/entrepreneur that provides electronic communications services/networks under the general authorization regime must respect the restrictions on transmissions of illegal or harmful content set by AKSK.

Regarding the above, we forward the letter from AKSK and request from each entrepreneur (ISP), written confirmation to AKEP and for the knowledge of AKSK, for the closure of the IP addresses and domains cited in the AKSK letter, by March 13, 2025.
