Disloyalty with Zvërnec/ Rama's proposals for canceling or not the project are revealed

 

Within two months, in a difficult situation, Edi Rama has tried to make big pirouettes, which makes his BESA document completely unbelievable. One of them is the part about the Sazan - Zvërnec project, which became the cause of the explosion of the flamingo revolution. In the document considered strategic, a three-month reflection period is foreseen for it, leaving open the possibility of moving forward or canceling it.

But, in the early days, when he was talking about foreign agencies, Greek media that wanted to destroy our tourism, Islamic Iranians that were fighting Albania, Edi Rama linked his fate as prime minister to this project. His message was clear: "As long as I am here, the project will not be canceled." In an interview for German television ZDF, Rama said: "I am the prime minister of Albania and I cannot say no to a private investment of 4 billion euros."

In his characteristic style, he repeated in various forms the idea of ​​not withdrawing from this project: "Albania does not withdraw from big dreams," he insisted on June 14, in a speech where he defended the investment and attacked those who spread disinformation about it. "Click and see what great damage you are doing to the country," he addressed those who demanded the cancellation of this project.

But, if you read the BESA document, which Lapsi.al has, you notice that it seems as if the prime minister has made a 180-degree turn. 

There, Rama, who has announced a phase of reflection, empathy and listening to the people, wants to leave the fate of the project's future open. The document states that within 90 days, it is intended to hold hearings, including the groups that protested, as well as to make documents public or carry out a preliminary assessment, in order to then make a decision on the future of the project. The document foresees "without prejudice" all options, turning it into the first test of the BESA platform.

 "A strategic method is tested where decision-making is most complex and trust is most compromised. For this reason, Vjosa-Narta is chosen as the first test of the BESA Method. The goal is not to politically reopen the past, but to test whether a thorough process of listening, evidence, explanation and measurement can produce a more credible decision," the document states.

According to the document, this test does not begin with any preconceived notions about whether the project should continue or be stopped. Every possibility seems to be left open.

"The alternatives are continuation with guarantee, correction, conditioning, redesign or prohibition, "as permitted by law, contracts and evidence". No step of the BESA Method suspends legal powers, administrative procedures, contractual obligations or judicial control", - the document specifies. And the analysis of this project, with the new BES filters, is expected to be completed within three months.

"Within this deadline, hearings, the opening of publishable documentation, the preliminary assessment and the reasoned decision on the next steps are completed. Obligations that require more time are registered with public deadlines, responsible institutions and continuous reporting in Flamingo Mirror", - the document states.

According to the document, there will also be hearings with the groups that protested. It also foresees an independent assessment of the environmental impact and the transparency of contracts, decision-making and documents, ``to the extent permitted by law.`` The guarantee given is that during this three-month period, no decision will be taken that could be irreversible. 

If you read the BESA draft carefully, you will notice that they have taken care to leave open all avenues to deceive public opinion. Transparency will be provided to the extent that contracts allow, while the phrase "to the extent that the law, contracts and evidence allow" is used for suspension.

But what makes it all the more incredible is the comparison of this text with Rama's early statements, when he linked the existence of this project to his position at the head of the government. Has he given up on "big dreams"?

Most likely not. Besa could be an infidelity simply to gain time. That's why the protesters wrote this word in big letters on the boulevard.

The only possibility for something to be credible is if Rama can foresee any withdrawal from the Trump family's investment, due to the noise created and the scandal that the connection of her name with Artur Shehu has created.
