When 'Besa' doesn't even convince the left: Who came out against Rama's 'Besa'?

At the meeting of the parliamentary group and the government, called two days ago, Rama unveiled "Besa", the so-called strategic document, which, according to him, will mark a turning point in his fourth mandate.

The document devised by Rama is conceived on the basis of trust, as according to him, government decisions should not be perceived by citizens as a breach of trust.

But, immediately after its presentation, Rama's "Besa" was not welcomed by some former ministers and former SP MPs, who see "Besa" as the next propaganda, at a time when trust in governance remains a non-existent concept.

Marjana Koçeku – Besa is a natural contract

For Marjana Koçeku, who left the SP parliamentary group after the protests began, the besa is not a political slogan, but an unwritten contract.

As such, Koçek emphasizes that a besa cannot be given by a person who sells land for towers and who has lost touch with nature and people.

"People who have no idea what a besa is talk about... A besa is an unwritten contract between people, and being unwritten, it is a deeply natural contract. Secondly, those who see land only as land for multi-story towers and resorts can hardly understand this concept that for us highlanders is extremely sacred. Of course, a besa can also be given in luxury towers and resorts, but it is not a besa. Because until now we have seen this type of besa mainly only in films with mafiosi and financial speculators. We know how they end ," writes Koçek.

Arben Isaraj – Trust is earned through character

Former socialist official Arben Isaraj places emphasis on the moral meaning of the besa and not on its use as a political concept.

In his response, Isaraj writes that "trust and belief are like glass: a lie breaks them, but it doesn't restore them," underlining that trust is built through character, not through words.

Ermelinda Meksi – Besa is measured by accountability

Former socialist minister Ermelinda Meksi, focusing on Rama's "Besa", placed emphasis on the responsibility of institutions to keep their word and prove it through concrete results.

Meksi underlined that citizens' trust is not built only through declarations or strategic documents, but through the fulfillment of commitments.

"Besa is not simply a promise for the future. It is measured by the fulfillment of commitments, the functioning of institutions and accountability ," said Ermelinda Meksi.

Muharrem Meko: Besa demands responsibility, not just words

Even the former chairman of the Socialist Party in Korça, Muharrem Meko, has raised questions about the state of governance and the relationship between institutions and citizens.

Meko has rejected the idea that the main problem of citizen trust is related only to the state administration.

"Finally, 'the mod' has understood that the Administration was the cause of the quarrel... and the rebellion of the 'Pelicans'!", he wrote.

Meko describes the current administration as a reflection of the way of governance, arguing that corruption and the lack of meritocracy have damaged the trust of citizens.

"Rampant corruption has greatly reduced trust in it, and meritocracy bordering on illiteracy has brought down the Albanian people's heads ," Meko continues.

Thus, Rama's "BESA", conceived as an attempt to restore trust in governance, has opened a debate even beyond the traditional majority-opposition clash. Critics from the left have reminded the prime minister that lost trust is not restored with a strategic document, but with concrete changes in the way power is exercised.
