The constitutive session of the Kosovo Assembly is scheduled for August 6th.

Acting President Albulena Haxhiu has decided that the constitutive session of the new Parliament emerging from the June elections will be held on August 6, starting at 10:00. "Until then, it remains the political and institutional obligation of the parliamentary entities to continue the dialogue. No one should see the dialogue between them as a sign of weakness, but as evidence of democratic responsibility," Haxhiu said in a press conference.
Haxhiu said that it is the responsibility of all parliamentary parties to establish new institutions, adding that new elections should be avoided.
The constitutional deadline for the constitutive session was August 7th.
According to the Constitutional Court's rulings, the 60-day period begins from the constitution of the Assembly, during which the deputies of the new legislature must elect a new president, otherwise the country will go to elections again.
Precisely because of the failure to reach consensus between the parties months ago, the country held early parliamentary elections in June – the third within a year and a half.
The setting of the date for the constitutive session comes at a time when talks on a possible agreement for the creation of institutions between the winning party of the elections, the Vetevendosje Movement, and the Democratic League of Kosovo have been suspended.
On July 15, LDK leader Lumir Abdixhiku said he was forced to suspend discussions with the leader of LVV, who is also the acting Prime Minister, Albin Kurti, as there is an initiative in LDK to dismiss him as party leader.
On July 10, Kurti met separately with Abdixhiku and the leader of the Democratic Party of Kosovo, Bedri Hamza. While Hamza said after the meeting that his party would remain in opposition, Abdixhiku expressed his willingness to continue the meetings.
The LDK has not yet announced when the party assembly to discuss the initiative to dismiss Abdixhiku could be held. Abdixhiku himself has criticized this initiative, saying that it risks leaving the country without institutions and could trigger new elections in the fall.
The ruling party, Kurti's LVV, according to the certified results, has won 53 seats. PDK has won 22 seats, LDK 18 seats and the Alliance seven seats.
For the constitution of the Assembly and the election of the new Government, 61 votes are needed in the 120-seat Assembly.
Kurti's party, along with parties from non-Serb minority communities, have the necessary numbers for these two processes. However, a political agreement is required for the presidency, as the presence of 80 MPs is required in the first two rounds of voting.
With a possible agreement with the LDK, which has 18 MPs, at least 81 votes would be reached, sufficient to elect the new president, if at least 80 of them remained in the hall in the first two rounds of voting.
If the president is not elected within 60 days of the Assembly's constitution, then the legislative body is dissolved and the country goes to new elections. If Kosovo holds elections again, then they would be the fourth parliamentary elections since February last year./REL
