The former Socialist Party MP, Marjana Koçeku, has publicly come out against the Mountains Package, one of the most promoted initiatives by Prime Minister Edi Rama.

Koçeku, who broke away from the majority after citizen protests, has called on the residents of Shala, Shoshi and Pulti not to accept, according to her, promises of development if they endanger inherited properties.

On social media, the MP writes that the inclusion of these areas in the Mountain Package does not represent development, but the start of a process of alienation of property. She states that the highlanders risk losing control over their lands, while accusing the government of using the law and promises of investments to take them away.

The inclusion of your areas in the Mountain Package, as you know these days, is not the salvation of those lands, but the beginning of an alienation that will have consequences so negative that you will no longer be able to control those lands.

If you want to be servants and beggars in your lands, then accept the Mountain Package, but I can tell you that our mountains do not fit into the package, and that our land has managed to preserve its identity for centuries. It has neither been conquered nor sold. And you must bear in mind, each of you, that conquests have always come in new guises, so that you do not recognize them.

I know that, whatever price they may offer you, you will not give up the lands of the first, if only for the fact that they belong to the first... because the mountaineer has been and is the master of his own land.

But now the only way to get them is to speculate through the law on the pretext that you will finally be able to develop those lands, while in the meantime you have neither property titles, nor roads, nor energy, nor the conditions of an infrastructure that ensures you an ounce of a good life. You have never known how to ask for those conditions!

So before you accept any promise of “development,” demand what you have been denied so far: your property, and the right to decide for yourself what happens to your property. Development that takes you off the land and turns you into someone else’s vassals and servants cannot be called development, otherwise you would have been “developed” in time.
