EU Ambassadors Visit Northern Kosovo: Rule of Law to Be Applied Equally

Ambassadors of European Union member states, together with the Head of the EU Office in Kosovo, paid a visit to Zveçan, where they met with the mayors of four municipalities in the north to discuss the challenges they are facing in exercising their mandates after the local elections of October 2025.

According to the EU Office, the municipal leaders raised a number of issues that are affecting the functioning of local administration and the provision of services to citizens. Among them were the lack of administrative archives, insufficient and unqualified staff, budgetary constraints, ownership issues, and, according to them, central level interference in the activities of municipalities.

During the visit, European diplomats also held meetings with representatives of civil society organizations and members of municipal assemblies from the opposition, to hear their perspectives on the situation in northern Kosovo.

In its response, the European Union reiterated its commitment to strengthening local self-government and the decentralization process in Kosovo, in accordance with the Constitution and applicable legislation.

The EU called for improved coordination between the local and central levels, increased ministerial support for municipalities, and the equal application of the principles of the rule of law throughout the territory of Kosovo.

According to the European Union, functional, transparent and accountable municipal administrations are essential for providing quality services to citizens, strengthening trust in institutions and ensuring stability and prosperity, especially in northern municipalities.

In conclusion, the EU underlined that it will continue to support Kosovo in the reform process and strengthening local self-government, recalling that it remains the country's largest partner and financial donor.
