Taxis take the place of citizens for free car charging in parking lots in Tirana

Fiks Fare denounced that private services operating in the field of transport, taxis in Tirana, had occupied 3 electric car charging points located in the underground parking lot, in the area of ​​the former Train Station. 
The editorial office of the investigative show was complained by residents of that area, who said that they have annual parking passes, but although the charging points were built for ordinary citizens, they are used by private companies.

After this complaint, the filming team went to the underground parking lot, where they found that there were 3 points, placed after an initiative by the Tirana Municipality aimed at raising awareness among residents to use electric cars. Fiks Fare also received some videos, clearly showing taxis using those charging points, without paying a single penny to the Tirana Municipality coffers.

Initially, residents of the area complained to Tirana Parking. Instead of Tirana Parking, a subordinate institution, taking measures to remove these taxis, this institution disconnected the electricity and currently these charging points are not working. The filming team spoke to an employee of the underground parking, who says that they are defective. Journalists ask him if taxis are charged at those points. “I'm not here all day, not while I'm here,” he says.

The employee then speaks to a manager, as Fix asks if the landing was intentional. The manager on the phone says that taxis are not allowed there, while adding that they have a breakdown right now, but they don't have the staff to bring it.

Fiksi contacts the director of Tirana Parking, Flavio Barçi. Initially on the phone, after they noticed the problem. He says he doesn't know if they don't work, as he has told his subordinates to check them. The director adds that "it hasn't happened that they were used by the taxi service. But, "that they were charged and taxis, definitely".

"They are practically free to use by anyone, since from a legal and regulatory perspective we have no obstacles for anyone, as those chargers are a donation from a bank and the Japanese embassy. I have no way of preventing one person or another. Due to complaints and discussions, we have stopped the taxis, justifying that you are a profitable business and you have no right to charge here," claims Barçi.

Fiksi asks him why, after these complaints made by the residents, the 3-point vending machine has been down! "The complaints are 2 years old for those taxis there. I put a guard there so that whoever charges, while they complain, they want to charge their own car. I will bring the technicians. We do not have a contract to maintain them. If there is nothing serious, they will fix them," he adds.

Fiksi contacts the next day, where he learns that the charging points have been regulated. In a written response, Tirana Parking says that a dedicated regulation is being developed, which will clearly regulate their use.

Until the drafting and approval of this regulation, "Tirana Parking" will continue to detail and determine the manner of using these charging points, both by entities and citizens, aiming for the most equal, transparent and efficient treatment for all users.

According to her, "Tirana Parking" has taken advisory and information measures against taxi entities that used the charging devices located in the underground parking. So, it admits that those points were used by taxis, while the removal of the taxis came only after Fiks Fare's interest. TCH
