After Vetting, Belinda Balluku's Sister Expected to Be Appointed to a High

The Deposit Insurance Agency (ASD) is expected to complete its executive management structure this month. Following the appointment of the new Director General, Mina Kusta, the Governing Council is also expected to appoint the Deputy Director General of the agency this month. Pamela Qirko is expected to be appointed to this position.

Pamela Qirko is a lawyer by profession and from 2017 to 2023 held the position of Member and Chair of the Independent Qualification Commission or the vetting commission of judges and prosecutors. Previously, her CV shows a long experience in the company Telekom Albania/ Albanian Mobile Communications (AMC).

It does not appear that she has any previous experience in the financial sector.

She had applied to be appointed as a judge at the Court of Appeal of General Jurisdiction, Tirana, but her request was rejected this month by the High Council of Justice.

According to the statute of the ASD, the Deputy Director General is proposed by the Director General and appointed by the institution's Governing Council. The institution's Governing Council consists of five members, two of whom are appointed by the Bank of Albania, two by the Ministry of Finance and one by the Institute of Certified Public Accountants (IEKA).

Pamela Qirko's appointment follows that of the new General Director, Mina Kusta, appointed two months ago to this position by the Bank of Albania, after it had been vacant since July 2025, when the mandate of the previous director, Genc Mamani, ended.

Since 2013, Mina Kusta has worked at Albcontrol (Albania's Air Navigation Service Provider), in the position of Economic Director, while in the period 2019-2021 she held the position of General Director of this entity.

The changes in the direction of the ASD come at a time when important changes will be made to the organic law of this institution that, among other things, will increase the amount of bank deposit insurance in Albania, to bring it closer to the level of the European Union.

Under current law, the ASD insures bank deposits up to 2.5 million lek and deposits in savings and loan associations up to 2 million lek. European Union Directive 49/2014 requires that the value of deposit insurance in member states be at least 100 thousand euros.

However, an immediate increase of approximately four times the maximum deposit coverage level would be difficult. For this reason, the ASD projects a two-stage increase.

With the new law "On Deposit Insurance", which is expected to be submitted for approval within 2026 or early 2027, there will be an interim increase in the amount of deposit coverage, from 2.5 million lek to 6 million lek. In a second stage, upon accession to the European Union, the maximum amount of deposit insurance will be increased to the limit provided for in the directive, of 100 thousand euros./ Monitor
