'The country is emptying', IRI survey hits the government: Emigration is the number one failure, followed by corruption and prices

Albanians remain strongly pro-Western and see the country's future linked to the European Union and the United States, but at the same time they show high dissatisfaction with the economy, rising prices, the functioning of democracy, and the way the country is governed.
This is the picture that emerges from the national survey conducted by the Center for Insights in Polling Research (CISR) of the International Republican Institute (IRI) , conducted with 1,200 citizens in the period April 9 - May 3, 2026.
One of the strongest findings of the survey is the massive support for European integration. 96% of Albanians say they would vote for Albania's membership in the European Union , while 68% identify the United States as the country's most important political partner.
According to IRI's senior director for Europe and Eurasia, Stephen Nix, Albanians "clearly see their future alongside democratic partners in the West," underscoring strong support for the EU and relations with the US.
But despite the clear Euro-Atlantic orientation, the survey shows a strong picture of dissatisfaction with the domestic reality.
Prices and cost of living, the main concern of Albanians
When asked about the country's biggest problem, Albanians do not put foreign policy or political debates at the forefront. The main concern is what affects their pocket every day.
67% of citizens say that the economy, especially the high cost of living and prices, is Albania's biggest problem.

For 42% of those surveyed, this is the number one issue, while 25% list it as the second concern.
After the economy, there are two other plagues of Albanian society: unemployment at 35% and corruption at 29%.
According to IRI, although recent protests have focused on corruption and environmental issues, the deepest dissatisfaction is related to the problems that citizens experience every day: high prices and the feeling that democracy is not functioning properly.
66%: Albania is governed for some groups, not for the majority
Dissatisfaction is not only related to the economy. A large portion of citizens also have a negative perception of the way decision-making is done.

66% of Albanians think that Albania is governed in the interests of certain groups, not the majority of the people.
Only 31% believe that governance is done in the interest of the majority.
Compared to 2023, this perception has worsened, increasing from 59% to 66%.
Young people see the future abroad
Një tjetër sinjal alarmi vjen nga emigrimi. Shqipëria vijon të përballet me një dëshirë të fortë për largim, veçanërisht te brezi i ri.
Sipas sondazhit, 56% e shqiptarëve do të largoheshin jashtë vendit për të punuar ose jetuar nëse do të kishin mundësi.

Por hendeku mes brezave është i madh.
Te të rinjtë 18-35 vjeç, dëshira për largim arrin nivele shumë të larta: 85% thonë se do të largoheshin ose e konsiderojnë këtë mundësi.
Vetëm një pakicë e vogël e të rinjve beson se e ardhmja e tyre është patjetër brenda vendit.
Emigrimi shihet si dështimi më i madh i qeverisë
Kur qytetarët pyeten jo vetëm për problemet e vendit, por edhe për dështimin më të madh të qeverisë aktuale, përgjigjet e tyre nxjerrin sërish në pah krizën e largimit dhe mungesën e besimit për të ardhmen.
Sipas përgjigjeve spontane në sondazhin e IRI, emigrimi renditet si dështimi kryesor i qeverisë, i përmendur nga 15% e qytetarëve.

Pas tij vijnë: korrupsioni – 13%; kostoja e lartë e jetesës dhe inflacioni – 10%.
Të dhënat tregojnë se për shqiptarët, një nga problemet më të mëdha të qeverisjes nuk lidhet vetëm me gjendjen ekonomike të sotme, por me pamundësinë për të krijuar bindjen se vendi ofron mundësi për të ardhmen.
Bie kënaqësia me demokracinë
Sondazhi tregon gjithashtu një rënie të kënaqësisë me funksionimin e demokracisë. Nëse në vitin 2024 të kënaqur ishin 49% e shqiptarëve, në maj 2026 kjo shifër zbret në 40%.
Ndërkohë, 59% shprehen të pakënaqur me mënyrën se si zhvillohet demokracia në vend.
Edhe zgjedhjet mbeten një pikë mosbesimi: 28% mendojnë se zgjedhjet nuk janë të lira dhe se siguria e votës nuk është e garantuar.
SPAK, Policia dhe Ushtria ruajnë besimin më të lartë
Pavarësisht mosbesimit ndaj politikës, disa institucione vazhdojnë të kenë mbështetje.
Më shumë besim qytetarët kanë te: Policia – 78%; Ushtria – 78%; SPAK – 77%. Ndërsa në fund të renditjes janë partitë politike, Kuvendi dhe gjykatat.

Shëndetësia, simboli i korrupsionit sipas shqiptarëve
Kur pyeten se ku është më i përhapur korrupsioni, qytetarët drejtojnë gishtin kryesisht nga shëndetësia.
36% e shqiptarëve e shohin shëndetësinë si sektorin më problematik, ndërsa pas saj renditen gjyqësori me 24% dhe administrata publike me 17%.

BE dhe SHBA, partnerët kryesorë të shqiptarëve
Në aspektin ekonomik, partnerët më të rëndësishëm sipas qytetarëve janë: Bashkimi Europian – 51%; Italia – 46%; SHBA – 36%; Gjermania – 36%.
Ndërsa për partnerët politikë: SHBA kryeson me 68%; BE renditet e dyta me 49%.

The IRI survey presents a clear contrast: Albanians remain among the most pro-Western peoples in the region and seek closer ties with the EU, but domestically they face strong concerns about prices, immigration, corruption, and trust in the way governance is run.
