Democratic Party MP Klevis Balliu accused Prime Minister Edi Rama and Deputy Prime Minister Belinda Balluku of setting up a shady scheme to administer public funds through companies created by the government itself. According to Balliu, over 53 million euros have been transferred to KAYO and its affiliated companies, without full transparency, without real competition and without accountability for how taxpayers' funds have been spent.

Balliu stated that, while citizens face an ever-increasing cost of living, rising taxes, and a healthcare system that often declares a lack of funds, the government has chosen to finance state-owned companies with tens of millions of euros under the justification of “national security.” According to him, national security cannot be used as a cover to avoid transparency on the use of public money.

The Democratic MP emphasized that Belinda Balluku bears direct political responsibility for this scheme, while Edi Rama, as Prime Minister, cannot avoid responsibility for his government's strategic decisions.

Balliu raised a series of public questions, demanding to know who decides which companies benefit from tens of millions of euros, why competitive procedures are avoided, who controls the use of public funds, and why the publication of contracts and relevant documentation is refused.

In conclusion, Balliu announced that the Democratic Party demands the full publication of every contract, the audit of every euro spent, and a full investigation by the competent bodies to verify the legality of the procedures. According to him, the state budget cannot be treated as the private property of the government and any official who has misused public funds must bear political responsibility and, if violations are found, legal responsibility as well.
