France becomes first EU country to ban social media for children under 15

France is the first country in the European Union to pass a law restricting access to social networks for children under the age of 15. The initiative was voted by Parliament and is now awaiting final review by the Constitutional Council before entering into force.

The bill was approved in the National Assembly by 279 votes in favor and 81 against, after previously receiving the support of the Senate. According to the new provisions, from September 1, minors under 15 years of age will not be able to open new accounts on social media platforms, while existing accounts will be deactivated starting from January 2027.

President Emmanuel Macron welcomed the adoption of the law, calling it an important step towards protecting children and adolescents in the digital space. He stressed that France is setting a new standard in Europe for the safety of minors online.

Digitization Minister Anne Le Hénanff said that platforms will be responsible for verifying the age of users, adding that the technology needed for this process is already available. According to her, the system will also guarantee the protection of personal data during verification.

The law exempts educational platforms and online encyclopedias from restrictions. It also does not provide for punitive measures against children or parents.

Part of the package is also a ban on the use of mobile phones in high schools, a measure that is intended to be implemented with the start of the new school year.
