DP requests 3-month extension of the mandate of the Territorial Reform

The Democratic Party has officially filed a request for a 3-month extension of the mandate of the Special Parliamentary Committee for Administrative-Territorial Reform.

The request signed by the co-chair of this committee, Luciano Boçi, is based on the argument that the main objectives of the draft calendar have not yet been achieved and that decision-making cannot be concluded without guaranteeing, according to him, a full consultative process and without receiving an official opinion from the Council of Europe.

"In my capacity as Co-Chair of the Special Parliamentary Committee on Administrative-Territorial Reform, based on Decision No. 75/2025 of the Assembly of the Republic of Albania, on the Establishment of the Special Parliamentary Committee on Administrative-Territorial Reform, I request the extension of the mandate of the Committee by 3 (three) months, and that the work of the Committee continue during the month of August, in order to fully fulfill its mandate. I also consider that the Committee should not consider its activity completed and should not deposit the final product in the Assembly without being discussed in the Committee and not voted on in the Committee, as without prior consultation and without obtaining the institutional opinion of the Congress of Local and Regional Authorities of the Council of Europe, as the most specialized European institution in the field of local democracy, decentralization and autonomy of local government. This request is based on the fact that to date a significant part of the objectives and activities approved by the Committee itself have not been fulfilled. in the Draft Work Calendar," the request states.

It is also noted that the Commission is still in the public consultation phase, and the public consultation in the largest region, Tirana, has not yet been held, and hearings with 8 mayors have not yet been held.
