Villa, luxury car, bank account worth 1.8 million, Fier prosecutor's office

At the request of the Fier Prosecutor's Office, assets worth around 1.8 million euros owned by Arbër Muça were confiscated, as it was assessed that they were not justified by legal sources.

The prosecution reports that some of the assets were registered in the names of other persons, but are suspected of being controlled and administered in fact by Arbër Muça, with the aim of concealing the real ownership and origin of the funds used to purchase them.

At the end of the trial, the Court ordered the confiscation and transfer to the state ownership of a number of real estate properties in Fier and Tirana, including apartments, commercial units, land, a two-story building, and parking lots.

A fleet of vehicles were also confiscated, notably a Lamborghini Urus, a Mercedes-Benz G63 AMG, Audi RS Q8, Audi S8, Audi Q7, two BMW X5, as well as other vehicles, including a Neoplan bus.

Me kërkesë të Prokurorisë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Fier në përfundim të shqyrtimit gjyqësor procedimi pasuror nr. 3 vitit 2024, u konfiskuan 1.8 milionë euro pasuri të shtetasit Arbër Muça, të cilat nuk justifikoheshin me burime të ligjshme.
Gjatë hetimit pasuror, Prokuroria e Fierit ka kryer një analizë të zgjeruar financiare, nga ku rezultoi ekzistenca e një disproporcioni të konsiderueshëm ndërmjet nivelit të pasurisë së krijuar, zotëruar apo administruar nga subjektet e përfshira dhe kapaciteteve të tyre ekonomike të provuara nga burime të ligjshme.
Nga hetimi rezultuan elemente që krijuan dyshime se disa pasuri, megjithëse ishin regjistruar formalisht në emër të personave të tjerë, kontrolloheshin ose administroheshin faktikisht nga subjektet objekt hetimi, duke shërbyer për maskimin e pronarit real dhe fshehjen e origjinës së fondeve të përdorura.
Në përfundim të shqyrtimit të plotë të provave të administruara gjatë hetimit dhe procesit gjyqësor, Prokuroria pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm, Fier vlerësoi se ishin përmbushur kushtet ligjore për vendosjen e masës parandaluese të konfiskimit, dhe Gjykata e Shkallës së Parë e Juridiksionit të Përgjithshëm Fier vendosi konfiskimin dhe kalimin në pronësi të shtetit shqiptar të pasurive të mëposhtme:

•Pasuri e paluajtshme e llojit truall, me sipërfaqe 210 m², Fier.

The investigation continues regarding the criminal offense “Laundering of proceeds of criminal offense or criminal activity”, provided for by Article 287 of the Criminal Code, where considerable assets have also been identified.
The Prosecution Office at the First Instance Court of General Jurisdiction in Fier remains committed to the priority implementation of Law no. 10192, dated 03.12.2009 (“anti-mafia law”), intensifying financial and property investigations with the aim of identifying, seizing and confiscating assets originating from or related to criminal activity.
The Fier Prosecution Office remains determined to intensify the crackdown on criminal assets, using all mechanisms provided for by the legislation in force for the identification, seizing and confiscation of assets of illegal origin. Depriving perpetrators of the economic benefits of criminal activity remains one of the main priorities of the prosecution body, as an effective tool in the fight against organized crime, laundering of the proceeds of crime and criminality for financial gain.
