The Tirana police had announced that they had arrested a former employee of the Property Handling Agency in Tirana and also that 9 other citizens had been prosecuted.

The Special Prosecutor's Office Against Corruption and Organized Crime has provided official information regarding the action that led to the arrest of several officials of the Property Handling Agency following accusations of corruption.

It is learned that out of 10 employees, one of them has ended up in prison, while others are under 'compulsion to appear', 'house arrest' or "banned from leaving the country".

The Special Prosecutor's Office Against Corruption and Organized Crime has conducted investigations within the framework of criminal proceedings no. 49 of 2021, for the criminal offenses of "Passive corruption of persons exercising public functions" and "Active corruption of persons exercising public functions" provided by articles 259 and 244 of the Criminal Code.

In the function of the investigations of this criminal proceeding, special investigation tools and methods were used, alternating these with the traditional investigation tools or methods.

In the analysis of the investigative actions carried out up to this moment, there is a reasonable suspicion based on evidence that the citizen Ilir Kapetani, with the duty of Inspector of File Review at the Property Handling Agency, has taken from different citizens at least on fourteen occasions , heirs of the former owners, the sum of money in exchange for the promise to provide financial compensation, during the treatment of their claims for the return and compensation of the property.

Citizen IK is suspected of having consumed the elements of the criminal offense of "Passive corruption of persons exercising public functions" provided for by Article 259 of the Criminal Code in fourteen cases, while citizens DL, Xh.V., GT, DD, LA, AH, JZ, VB and AG are suspected of having consumed the elements of the criminal offense of "Active corruption of persons exercising public functions" provided by Article 244 of the Criminal Code.

At the request of the Prosecution, the Special Court of First Instance for Corruption and Organized Crime with decision No. 20, March 16, 2023 decided.
