Elections in the north again in question, Lista Serbe warns boycott again

Are there elections without an electoral favorite?

This question is increasingly vocal in northern Kosovo, as Lista Serbe - the main party of Kosovo Serbs - has again said it will boycott the election process.

For Dushan Radakovic from the Center for the Representation of Democratic Culture in North Mitrovica and Violeta Haxhollin from the Democratic Institute of Kosovo, there is no dilemma. The elections scheduled for April 23, according to them, are still in question.

On the day when the deadline for application and confirmation of political entities and candidates expires, they call for an urgent political agreement.

The extraordinary elections are held after the mayors from the ranks of the Serbian List in the municipalities in the north - North Mitrovica, Leposaviq, Zveçan and Zubin Potok - have resigned at the beginning of November last year, due to the decision of the Government of Kosovo to re-registered cars with Serbian license plates to Kosovo license plates.
Serbs employed in the judiciary, administration, police and customs of Kosovo have also resigned.

The extraordinary local elections were originally announced for December 18, 2022, but, at the request of the international community, they were postponed just ten days before their holding.

The Serbian list, even then, refused to participate, even though the Government of Kosovo has suspended the decision on the re-registration of cars, based on an agreement with Serbia.

Are there conditions for holding elections?

Radio Free Europe addressed the Central Election Commission with the question of whether there are conditions for holding elections in municipalities with a Serbian majority in the north and whether it is possible to postpone them again, if there are no candidates from the Serbian community, but did not receive an answer.

However, in mid-March, the CEC announced that the political entities and candidates confirmed in November for participation in the elections of December 18, 2022, have already confirmed their participation and that they no longer need to apply.

At that time, there were 11 candidates from four political entities, of which only two were from the Serbian community.

Can the elections be postponed?

Dusan Radakovic says that without any quick political agreement, it is quite certain that the extraordinary local elections in the north will be postponed "most likely to June".

Deri më tash, praktikë ka qenë që vendvotimet të hapen në institucionet arsimore, por ato në zonat serbe funksionojnë në sistemin serb, kështu që ka mundësi që drejtorët të mos lejojnë që të shfrytëzohen objektet e tyre.

Presidenti i Serbisë, Aleksandar Vuçiq, pas një takimi me kryeministrin e Kosovës, Albin Kurti, më 18 mars në Ohër, ka thënë se zgjedhjet në veri mund të shtyhen për në qershor.

“Nuk do të flas në emër të Listës Serbe. Thjesht, duhet të flas me ata njerëz. Duhet të shoh nëse [zgjedhjet] duhet të mbahen tani apo në qershor, do të shohim”, ka thënë Vuçiq.

Pse Lista Serbe refuzon të marrë pjesë në zgjedhje?

Dy ditë pas kësaj deklarate të presidentit serb, Lista Serbe ka përsëritur qëndrimin e saj të mëparshëm se nuk do të marrë pjesë në zgjedhje, derisa të plotësohen kërkesat e saj, që janë: formimi i Asociacionit të komunave me shumicë serbe në Kosovë dhe tërheqja e të gjitha njësive speciale të Policisë së Kosovës nga veriu.

Çështja e formimit të Asociacionit duhet të zgjidhet me Marrëveshjen drejt normalizimit, të mbështetur nga BE-ja, të cilën e kanë pranuar edhe Kosova, edhe Serbia.

Kryeministri i Kosovës, Albin Kurti, ka deklaruar më 21 mars se “do të duhet të merremi me atë formulim sa i përket vetëmenaxhimit për komunitetin serb”.

Vetëmenaxhimi për komunitetin serb në Kosovë është paraparë me Marrëveshjen drejt normalizimit, por ende nuk dihet se për çfarë saktësisht bëhet fjalë.

A është opsion marrëveshja mes Qeverisë së Kosovës dhe Listës Serbe?

Violeta Haxholli shpreh shqetësimin e saj se Lista Serbe sërish nuk dëshiron të marrë pjesë në zgjedhje dhe shton se autoritetet e Kosovës “duhet urgjentisht të krijojnë komunikim me të”.

She estimates that the Serbian List "is boycotting the elections for political reasons" and that, in this context, the only solution is a political agreement.

"Without its [Serbian List] participation, the elections have no meaning. The Serbian List won the majority of the votes of the Serbian community in Kosovo and the Serbian community should have it as an option to vote for it," says Haxholli.

The Serbian List has won more than 90 percent of the votes in previous election processes, but in 2021, the EU has estimated that this party has "monopolized" the political life of Kosovo Serbs.
