Karma, Donald, Eddie and the standard

Some ten days ago in my note "Karma, Edi, Roberta and the standard" I argued that Edi Rama could not have the face to talk about "karma" (or the principle "what you do, what you will find") to Mrs. Roberta Metsola, President of the European Parliament. Since the reason was the corruption scandal, which last December involved several socialist MEPs, I compared the standard of President Metsola, who was personally committed immediately and to the maximum to remove any possible obstacles to the investigation of the Belgian prosecutor's office, with the standard of Rama, who personally and through the majority the parliamentarian defended the Socialist MP Saimir Tahiri to the point where he could not stand it anymore against the demands of the Albanian prosecutor's office for house control and arrest.

Ten days ago, the US Department of Justice published the charges against the former head of the FBI's New York office, Charles McGonigal. As it has become known, KM Rama befriended and bribed him through his two confidants, Neza and Ducka, so that the FBI would investigate a PD lobbyist. Through the "collaborating" lobbyist, the opposition would be blackmailed and controlled.

These dramatic developments prompt me to return again to the benchmark comparison. This time, not how the boss reacts when the little ones commit violence, as is the case above with the parliamentary immunities in Brussels and Tirana. But how does the parliament react when the violence is done by the chief executive.

In September 2019, US President Trump asked Ukrainian President Zelensky to investigate Hunter Biden's affairs in Ukraine (the latter is currently being investigated by US justice for multiple affairs and, according to an e-mail, appears to be connected to business with Ducka e Rama). Using the Ukrainian investigation a year later in the 2020 presidential campaign where Donald Trump would face Joe Biden, Hunter's son was apparently the President's primary motive; significantly more important than the general fight against corruption. An American official denounced this request as an abuse of office, and in October the House of Representatives of the US Congress approved the parliamentary investigation of this matter to verify whether Donald Trump had committed serious violations that justified his dismissal (impeachment).

Përgjatë dy muajve u administruan dokumenta pafund, u pyetën duzina me dëshmitarë dhe u debatua pro e kundra. Në dhjetor kongresmenët demokratë votuan pro shkarkimit të presidentit edhe pse e dinin se kjo nismë do refuzohej nga Senati; kështu edhe ndodhi dhe po e lemë mënjanë këtë nismë të fundit, dukshëm partiake, e në thelb jo proporcionale madje edhe të pabazuar. Por në tërësi publiku amerikan i interesuar pati mundësinë të njihej me faktet dhe me pikëpamjet e palëve mbi një çështje të cilën Dhoma e Përfaqësuesve e kosideroi se lipsej t'a hetonte. Po kështu edhe organet gjyqësore.

Skandali Rama-McGonigal është shumë më problematik sesa krijimi i avantazhit në një fushatë përmes një afere korrupsioni në rrethin familjar të kundërsharit. Me sa dimë deri tashti synimi ishte shantazhimi i kryetarit të Partisë Demokratike z. Lulzim Basha përmes "kompromatit" që do të ofronte lobisti Muzin nën presionin e FBI-së; përmes shantazhimit do të arrihej nënshtrimi i shefit të opozitës dhe më tej, duke i mundësuar Bashës të mbante për një kohë të gjatë postin partiak do të arrihej në përgjithësi neutralizimi i opozitës politike. Siç kemi parë ky skenar u realizua për njëfarë kohe.  Edhe mjetet e përdorura janë jo thjesht banale por edhe kriminale: nuk kemi më një kërkesë të papërshatshme gjatë një bisede diplomatike (që në fakt mbeti e papërmbushur). Por kemi "qeramarrjen" e segmeteve të FBI-së përmes rryshfeteve në çanta sporti të mbushura me dollarë e të dorëzuar në parkingjet e New York-ut; si në filmat e Hollywood-it. Më tej kemi bashkëpunim ekonomik me oligarkë të Putinit aktualisht nën sanksione, favorizime në alokimin e burimeve natyrore ndaj subjekteve privatë e të tjera.

Të tëra këto janë vepra penale sipas ligjit shqiptar; për të cilat parashikohen dënime të rënda nëse provohen në gjyq. Por nga SPAK-u, organi kompetent në këtë rast, deri sot nuk kemi lajm se kanë filluar hetimin. Ndërkohë që, në një farë paraleleje me vjeshtën 2019 në Washington DC, opozita parlamentare nismoi një komision hetimor në Kuvendin e Republikës. Bazuar edhe në përvojat e mëparshme të Kuvendit por edhe nga raste të tilla në ShBA e në demokracitë e tjera mund të biem kollaj dakord se një komision parlamentar hetimor do të ishte shumë i dobishëm për shëndetin e demokracisë tonë.

Por a do e lejojë Edi Rama miratimin e nismës në plenare apo do t'a bllokojë përmes mazhorancës parlamentare pa ndërgjegje siç bëri në vjeshtë 2017 në çështjen Tahiri apo edhe së fundmi në çështjen Charter?

We will see this in the coming weeks and a lot will be talked about and written about. But today anyone can tell Rama that "karma is a bitch" but even Edi is obsessed with karma.
