The head of the Democratic Party Parliamentary Group, Gazment Bardhi, has reacted to the European Commission's Rule of Law 2026 report, focusing on the case of Belinda Balluku.

Bardhi stated that the Brussels report considers this issue as a problem related to equality before the law and the risk of impunity, accusing the government of using the Parliament as a shield to obstruct SPAK's investigations.

According to him, the majority's decision not to lift Balluk's immunity, following SPAK's request, as well as the proposed changes to the Criminal Procedure Code, have raised concerns about political influence on justice.

Bardhi called on SPAK to continue legal procedures and request the lifting of Balluk's immunity, claiming that this is the only way to avoid double standards in the fight against corruption.

EU RULES RAMA FOR BALUK: NOT WITCH HUNT, BUT IMPUNITY! 

Brussels stamps the "Balluku" case as a symbol of state capture, inequality before the law, and impunity for corruption at the highest levels of government.

The 2026 European Commission Rule of Law Report, published today, officially confirms that Edi Rama turned the Albanian Parliament into a personal shield for his associate, accused of 1.1 billion euros in tender abuses. The European Commission report also confirms that the opposition stood where it should: on the side of the law and against corruption.

What Edi Rama called a "witch hunt" against Belinda Balluku, the European Commission today gives it its true name: violation of equality before the law and pressure from the government on justice.

For the first time, Brussels writes in black and white the word that describes Edi Rama's government: IMPUNITY. It clearly states that the Parliament's refusal to lift Belinda Balluku's immunity, following the request of SPAK, violates the principles of checks and balances, as well as equality before the law. The report also documents that, in parallel with the rejection of SPAK's request, the majority, with the signature of Edi Rama, proposed amendments to the Criminal Procedure Code to expand the circle of officials who cannot be suspended from office. Like the opposition, the European Commission concludes that these amendments hinder investigations into high-level corruption and fuel impunity.

But this report is not just an indictment against the majority. It should also be read as a call to the Special Prosecution Office, which for several weeks has been applying two standards to Belinda Balluku. Although SPAK itself has made it public that her criminal position has been aggravated by suspicions of passive corruption and money laundering, it is not applying the standard it itself declared six months ago, according to which, when the criminal position is aggravated, the security measure is also aggravated. SPAK has only one way to avoid becoming part of the impunity that Brussels is denouncing today in the Balluku case: to address the Parliament without delay with a request to lift the immunity and arrest Belinda Balluku.
