The government is giving away the lands of police posts in Dhërmi and Palasa for hotels

Five years ago, the Albanian government spent 112 million lek through the Albanian Development Fund to build a police station, a medical emergency and other support services near the luxury resort “Green Coast” – christened the “Pala Integrated Services Center”.

As part of the public investment, a helipad was also built within the Palasa Stream, a protected natural monument, despite the opposition of the Protected Areas Agency.

Less than five years after the investment, the Albanian Investment Corporation is seeking private partners to build hotels on the land of the Integrated Services Center in Palasa, as well as on the land where the Border Police post is located a few kilometers to the south.

In return, the Corporation plans for private investors to build new buildings for the police station and emergency medical services higher up on Palasa Hill.

According to public documents, the buildings built in 2021 are "no longer sufficient" and through an open public competition on July 16, 2026, the Corporation is seeking to build them a second time.

But this time the payment is not planned to be made with money from the state budget, but with 4 thousand square meters of public land on the first line of the coast of Palasa and Dhërmi.

Elira Kokona, head of the Albanian Investment Corporation, explained the overlap of the project with the investment made just five years ago with the need to expand public service spaces. She emphasized that the first project will be a master plan, adding that “we should not remain hostage to what has been done before.”

"It's something that's not being done today for tomorrow. It's taking into account the development of the area for another 10 years," Kokona said in a phone conversation with BIRN.

For urban planning experts, public structures should have a lifespan of several decades, and unwinding the investment within five years causes a double burden on taxpayers.

“Either this was done wrong from the beginning and was not planned at that time for the next 20 years, or we have a mistake in the second plan (for which the competition is announced). One of the two is wrong,” urban planner Doriana Musai told BIRN.

Master plan competition

The Albanian Investment Corporation, KISH, is a controversial state mechanism set up in theory to mobilize private capital in projects of public interest, serving as an intermediary between public resources and major infrastructure developments.

But KISH has also been criticized as a government mechanism to share the last valuable public assets with private businesses.

Ajo është strukturuar në dy faza; ku në fazën e parë kualifikohen kandidatët më të mirë bazuar në masterplanin dhe projekt-idetë arkitekturore, ndërsa në fazën e dytë vlerësohen propozimet teknike dhe ofertat financiare.  Faza e parë mbyllet deri në datën 10 shtator 2026 dhe parashikon të ketë pesë finalistë.

Ndërsa mes pesë vendeve të para do të zgjidhet një fitues, që sipas dokumentit do të dalë nga kombinimi i cilësisë arkitekturore dhe leverdishmërisë financiare për Korporatën.

Për të legjitimuar kalimin e pronave publike që ndodhen në vijën e parë të bregdetit, Korporata e Investimeve Shqiptare ka hapur një garë të re të ndërtuar mbi atë që quhet instrumenti ligjor i sipërmarrjes.

Skema është në dukje e thjeshtë. Një kompani private merr përsipër të financojë dhe ndërtojë Qendrën e Shërbimeve Publike Palasë, e përcaktuar si Zona 1 e projektit, pak kilometra nga dalja e tunelit të Llogarasë. Sipërfaqja publike që vihet në dispozicion të projektit është 35 mijë metra pyll në të majtë të rrugës nacionale.

Në këmbim të kësaj pune, partneri privat merr të drejtën të zhvillojë hotele luksi dhe struktura akomoduese në dy zona të tjera, të cilat janë prona të shtetit të kaluara në pronësi të Korporatës përmes një vendimi të Këshillit të Ministrave në maj të këtij viti.

Sipas dokumenteve të bëra publike, bëhet fjalë për një pasuri shtetërore me një sipërfaqe prej 2,555 metra katrorë ngjitur me resortin Green Coast dhe Përroin e Palasës si dhe një sipërfaqe e dytë prej 1,500 metrash katrorë buzë detit në Dhërmi, aty ku ndodhet Pika Kufitare ekzistuese. Në total, privati merr akses në mbi 4,055 metra katrorë tokë publike në një nga zonat me vlerën më të lartë të tregut imobiliar në Shqipëri, ku sipas planit do të lejohet të ndërtojë hotele.

Si kusht, ofertuesi privat duhet t’i japë Korporatës jo më pak se 35 për qind të sipërfaqes së ndërtimit.

Dokumentet e garës e justifikojnë ngritjen e një qendre të re për shërbime publike me rritjen e fluksit turistik.

“Përfituesit kryesorë janë banorët e zonës dhe vizitorët, të cilët do të përfitojnë nga prania më e afërt dhe më e organizuar e strukturave publike, si dhe nga një mjedis më i sigurt dhe më funksional gjatë gjithë vitit, veçanërisht në periudhat me fluks të lartë turistik,” thuhet në dokumentin e garës.

Një tjetër përfitim, sipas dokumenteve është mundësia për sektorin privat që të zhvillojë aktivitetin e hotelerisë dhe shërbimeve të lidhura me to.

The corporation plans 900 square meters for the police and border stations, 170 square meters for the fire department and 217 square meters for the health center. In addition, work and accommodation facilities for the Republic Guard are planned with an area of ​​730 square meters.

The reason for deploying the Republican Guard, whose mission is to guarantee the security of state dignitaries and important objects, in this area is unclear.

Kokona defended the project as “a strategic necessity,” adding that the current police station does not have enough space to park cars that are impounded or blocked in the area. Asked about the neglect of public spending already made in the area, Kokona insisted that it was a matter of long-term planning.

"The first project will be a master plan and it may turn out that there is no need for new police space," she said.

Urban planner Musai says that these plans do not seem justified to her and that the only explanation for new service centers would be related to unplanned population growth beyond capacity.

"The development of the territory has not undergone any substantial transformation in the last 5 years, it has developed gradually because investments and permits there were granted a long time ago," said Musai.

"The risk is that this too could be out of the question again in a short time," she concluded. Reporter.al
