DP: Sherishte Landfill in Vlora, the contract was signed two months before the winner was announced. Why doesn't SPAK investigate?

STATEMENT:

While the Rama Government tirelessly promises for 11 seasons quick solutions for the management of urban waste in Vlora, like every year and this year, a few days ago, plumes of black smoke covered the coastal city for several days from the massive burning of garbage.

Promises are one thing and reality is another…..

For the landfill of Sherishta Vlora, on December 5, 2016, the agreement was signed for the financing of the solid waste management project in the Vlora region, between the Albanian Government and the German KFW Bank. The integrated project included a loan in the amount of 12.5 million euros and two grants in the amount of 7.5 and 1.3 million euros.

On June 12, 2020, the winner was announced, which was the merger of JV Bulfaro SPA and Integrated Technology Services shpk.

In this format of the announcement of the winner, the contract is also cited, which dates two months before the exact winner was announced on April 27, 2020.

This is enough to suspect that the tender was fictitious and the winner was predetermined.

The value of the contract concluded 2 months before the winner was announced was 9.8 million euros and the duration of the contract execution was 1.5 years or until October 2021.

On April 27, 2020, contract no. 3313 was signed with JV ITS & Bulfaro spa.

Pursuant to this contract related to No. 3313 dated April 27, 2020, from July 28, 2020 to January 7, 2023, Klodian Zoto's ITS was paid 2.4 million Euros according to data obtained from spending data.

On December 13, 2021, ITS is placed under preventive seizure by GJKKO.

On January 7, 2023, payments are stopped.

The municipality of Vlora would have to deposit waste in the new Sherishta landfill as of October 2021

But currently the landfill in Shërshitë continues to be out of order; citizens and tourists were poisoned by the smoke, while the government is unable to take responsibility to solve this situation created every year.

Citizens are aware that the Rama Government has chosen not to respond to citizens' problems because it is busy with theft, corruption and propaganda....

3. Were fees applied for delays in the implementation of the concluded contract....

4. Who are the public officials who held the responsibility while the object of the contract is not functional and above all to this day the remains are burned on the streets harming the health of the residents and destroying tourism....
