Abuse of NAKSHI tenders, Mirlinda Karçanaj appears before SPAK

The former director of the National Agency for the Information Society (AKSHI), Mirlinda Karçanaj, has appeared before the Special Prosecutor's Office (SPAK) as part of the "compulsory appearance" security measure, related to the investigations into what is known as the AKSHI file.

Karçanaj is being investigated along with other former officials and businessmen, including Ergys Agasi and Ermal Beqiri, who are accused by SPAK of involvement in a suspected organized scheme for tender manipulation, exerting pressure on competing companies, and money laundering.

According to the investigations, it is suspected that persons involved in this matter have exerted pressure and intimidation on representatives of companies participating in public tenders, with the aim of withdrawing complaints and favoring certain winning operators.

Karçanaj and her former deputy, Hava Delibashi, are facing charges of violating equality in tenders and participating in a structured criminal group. Investigators suspect that they played a role in the design and implementation of tender procedures, which, according to SPAK, favored certain companies through criteria suspected of being illegal.

SPAK has also seized assets worth around 40 million euros linked to the individuals under investigation, including real estate, luxury vehicles, companies and bank accounts. According to the file, these assets belong to a network of individuals involved in various cases under investigation.
