New law for science? Marku: I see it as a slip, not even the European Union

The Albanian government proposes a draft law on the reorganization of the scientific system, where the evaluation institutions of scientific activity will be a new Ministry and the Academy of Sciences.

The document plans the birth of a special Ministry, responsible for science and scientific research, as well as the creation of an advisory body to the Prime Minister under the name of the National Council for Science and Scientific Research. 

After being familiar with the draft science law, drawn up by the Ministry of Education and Sports, the dean of the Faculty of History and Philology, Mark Marku, declares that the law openly violates the autonomy of universities for scientific research. It empowers the Academy of Sciences to control higher schools.

Hoping that it is just a slip by the Ministry of Education and Sports, the dean of the Faculty of Philology proposes blocking the draft law. According to Professor Mark Mark, it is necessary to draw up a new draft that will really be needed by the universities, but also to meet the standards of the European Union.

" If this draft is approved, it will not pass the evaluation of the European Union", said Marku in A2 CNN. 

The dean of the faculty also has a position regarding the creation of the National Science Council, which has a political majority and is headed by the prime minister. As a former representative of the opposition, the professor of journalism, today dean of the Faculty of History and Philology, says that the absence of democrats in the Education Commission during the discussions on the science bill harmed the universities.

However, on Monday, October 14, the Conference of Rectors will be in committee to unanimously oppose the initiative of the Ministry of Education and Sports, for Science.

Left out of any consultation on the drafting of the draft law, higher schools are experiencing another disappointment, similar to that of 10 years ago, when the law on higher education was approved.
