After some videos shared on social networks by the president of the Elbasan court, Enkeleda Kapedani, who is seen making a parade in the court premises, the High Inspectorate of Justice has ordered the launch of a disciplinary investigation against magistrate Enkeleda Kapedani.

This is not the first time the judge has been under investigation. Two years ago, December 28, 2019, she was rumored after she decided to release a well-known character from the underworld, Viktor Ymerin, or as he is otherwise known in Vlora, as "Tori i Jihanes".

The decision to release him was signed by Elbasan Judge Enkeleda Kapedani, who decided to commute the sentence of Viktor Ymeri.

Ymeri remained in Lushnja prison from 1999 until 2019, after being sentenced to 25 years in prison for the murder in Durrës of Arben Paja and Ilir Xhunga, two friends of Lulzim Berisha. For these two murders, Ymeri was initially sentenced to life imprisonment, but in October 2018, the Durrës Court of Appeals sentenced him to 25 years in prison.

Viktor Ymeri was considered by the police and the prosecution as one of the closest people to Gazmend Braka (Gaxhait) sentenced to life imprisonment, after together in June 1999, they executed with dozens of Kalashnikov bullets Arben Paja and Ilir Xhunga, who were part of another criminal faction in Durrës.
