We know how much money the state gives to the concessionaires, but we have no information on the progress of the investments that the private sector should have made. We do not know if these investments were made within the deadlines. We do not know if the concessionaire has fulfilled the terms of the contract. These contracts are drawn up in the interest of concessionaires and not citizens. The contracts themselves have no common economic logic. The Arbri road, for example, an investment of 74 km, in difficult terrain, the estimated investment of 265 million euros. Thumane Kashar road 20 km, plain, 224 million euros. How is this possible? Are the costs of the Thumane-Kashar road inflated? Have you checked on this? Have you monitored this concession contract because in the report you published a year and a half late, the Thumane Kashar concession is missing. I would like to know why you kept this concession hidden", said Shehaj.

Mete said that the Ministry of Finance is not a contracting authority for any concessions.

"It is the contracting authorities that monitor the implementation through their contract management units and they are the ones that report to the Ministry of Finance that this report is subsequently made. We will draft a fiscal risk document, our aim is to publish it in September and it will be named "fiscal risk statement". Today we have 11 PPP contracts with budget support and during 2023 no new contract was signed and we do not have any new contract in 2024 either" , said Mete.
