The head of the EFJ from Brussels: Rama is on the wrong path with the war

"Edi Rama is on the wrong path for organizing a new war against the national media and international organizations for press freedom. It is time for the Albanian authorities to implement Recommendation 2016/4 of the Council of Europe", Ricardo Gutierrez, Secretary General of the European Federation of Journalists based in Brussels, said in an exclusive interview for the Swiss Albanian newspaper Le Canton27.ch.

As for the situation of the media in Kosovo, especially the threats and murders of journalists, the number one person of the European Federation of Journalists (EFJ) has said that "In Kosovo we have 19 journalists killed and disappeared since the time of Milosevic until today, which unfortunately none of the perpetrators of these crimes have been arrested or punished...So to remain passive means to be an accomplice of the murderers...", says the Secretary of the European Federation of Journalists, Ricardo Gutierrez.

Le Canton27.ch: Dear colleague, as you know, 19 journalists disappeared or were killed in post-war Kosovo. And in the four years that Kurti has been at the head of the government, no journalist has been killed, injured or imprisoned. How do you rate this, is it high rating?

Ricardo Gutiérrez: Regarding the situation of freedom of the press in Kosovo, my feelings are mixed: if it is true that there are no more murders of journalists in Kosovo, the situation has seriously deteriorated in recent months, with the repressive measures taken by the government of Mr. Kurti. In particular, I am thinking about the attempt to censor the Klan Kosova channel. The Government of Kosovo must understand that there is no democracy without media pluralism. The government should stop its political interference in the media. EFJ has published 8 press releases since the beginning of 2023 about various serious problems affecting the freedom of the press in Kosovo, which is proof that the situation has not normalized.

Le Canton27.ch: Journalist demonstrations were held in Kosovo on May 3, but no one asked the institutions or the international community (Eulex) to find out and punish the perpetrators of assassinations against journalists. What would be your message to local and international institutions for these murders of journalists in Kosovo?

Ricardo Gutiérrez: Asociacioni i Gazetarëve të Kosovës, AGK, ka marrë pjesë në të gjithë punën e EFJ-së për këto raste të mosndëshkimit, krahas organizatave të gazetarëve shqiptarë dhe serbë. Ne kemi votuar tashmë dy rezoluta mbi këtë temë në Takimet Vjetore të EFJ. Dhe ne po përgatitemi të votojmë një rezolutë të tretë për këtë çështje. Jam i lumtur që shoh vendosmërinë e përbashkët të organizatave të gazetarëve në rajon. Bllokimi nuk vjen nga gazetarët. Bllokimi bazohet ekskluzivisht në mungesën e vullnetit politik të qeverive, të cilat refuzojnë të bashkëpunojnë. E vërteta historike është këtu viktimë e interesave të veçanta politike të atyre që janë në pushtet. Denoncojmë pasivitetin fajtor të autoriteteve publike përballë këtyre rasteve jashtëzakonisht të rënda të mosndëshkimit.

Le Canton27.ch: z.Gutiérrez me 23-24 maj të këtij viti do të jeni në kryeqytetine Kosovës ne Prishtinë, ku do jenë krerë të asociacionit të gazetarëve nga Brukseli (EFJ) por edhe të shoqatave simotra nga Ballkani, Kosova, Shqipëria, Maqedonia Veriore, Kroacia etj…Mund të na thoni për qëllimin e kësaj vizite?

Ricardo Gutiérrez: Ne i kushtojmë vëmendje të vazhdueshme këtyre rasteve të mosndëshkimit. Po ashtu është planifikuar një mocion për të bërë presion edhe një herë mbi bashkësinë ndërkombëtare, më 23-24 maj, gjatë asamblesë sonë të përgjithshme, e cila do të mbahet në Prishtinë. Është simbolikisht shumë e rëndësishme për ne që t’u bëjmë thirrje edhe një herë autoriteteve publike që të punojnë së bashku (gjë që nuk po e bëjnë) për të zgjidhur këto raste të mosndëshkimit. Është rajoni me numrin më të madh të rasteve të mosndëshkimit në Evropë, i cili kontribuon në nxitjen e një konteksti të dhunës ndaj gazetarëve. Kjo duhet të bëhet prioritet. Këtë do ta kujtojmë më 23 dhe 24 maj dhe jam i lumtur të shoh që organizatat e gazetarëve në Serbi, Kosovë dhe Shqipëri janë unanime në kërkesën që këto raste të zgjidhen.

Le Canton27.ch: Si e vlerësoni “luftën” e Edi Ramës me mediat, fillimisht me ato të shqiptarëve dhe sot me median dhe shoqatat ndërkombëtare. Ai e cilësoi si fantazmë raportin “Reprotres sans Fronires”, pasi transmetimet e fundit të RAI quheshin edhe “Fatantazi”. Si i vlerësoni akuzat dhe sulmet ndaj mediave kombëtare dhe ndërkombëtare, a mund të pengojnë apo zgjasin rrugën e Shqipërisë drejt integrimit europian?

Ricardo Gutiérrez: Edi Rama is on the wrong track for organizing a new war against the national media and international organizations for press freedom. I have already had the opportunity to tell him personally: not through these insults will he manage to create a healthier media ecosystem in Albania. I agree with him about the highly polarized nature, and sometimes captured by special private interests, of the mainstream media in Albania. But what is Mr. Rama's government doing to guarantee a better media pluralism? What is he doing to improve the independence and ethics of journalists? Nothing. We consider that a prerequisite is the establishment of a security regime for Albanian journalists: the Albanian government must develop, in cooperation with journalists' organizations and organizations that protect freedom of expression, a national action plan for the protection of journalism and the safety of journalists. It is time for the Albanian authorities to implement Recommendation 2016/4 of the Council of Europe. Nothing has been done in eight years. If Mr. Rama thinks that he will solve the problem by scolding the media or trying to intimidate them, he is sadly mistaken. In short, Albania and Kosovo cannot enter the EU, with this state of the media and journalists!
